PLANUnderstand the system and select the teams • Based on the RFP for the MACQIC project, BCHD has the opportunity to • Build media capacity within the health department • Make residents aware of public health and services available at the health department especially to the target population of low socio-economic African Americans in Benton Harbor • Public health awareness surfaced as an issue from the 2005 Behavior Risk Factor Survey data and benchmarking, shown on the following slides.

Benchmarking: EPIC-MRA Survey/Poll on Health Issues - MALPH • Polling firm with documented rapport and success in building public support to influence legislative priorities • Interviews held in September, 2005 with 600 adult MI residents • Stratified to be representative of every area of state according to contribution to state population MALPH = Michigan Association of Local Public Health

PLAN: AIM StatementDefine the opportunity Increase the number of Berrien County Health Department service related articles published in the Benton Spirit during the grant cycle period to a minimum of 30 articles published. We do this in order to increase awareness of public health services highlighting those provided by the BCHD.

  14. PLANWhat data or information is needed • There was not a lot of current data to analyze since this is a new project. Data regarding public health awareness was already presented. • Several BCHD articles have been published in the larger paper but are mostly event driven. How many Benton Spirit informational articles have been written?

PLANAnalyze the causes • Root causes of the lack of public health awareness: • If its working well, you don’t see it • There’s no direct information teaching what public health is or does • There is no marketing or recruiting for PH services • Not a strong tie is made between events and public health • Stigma of poverty with using the health department • This project will address the “no direct information” root cause by providing public health articles.

  20. DO: What data or information is needed • Prediction: Publishing quality articles weekly in the Benton Spirit will increase community awareness of public health services provided by the Berrien County Health Department.

CHECKStudy the results • Describe the Results: • As of August 1st, 18 articles have been written, putting us on track for achieving our goal of 30 articles. • Process tools have been developed and are being implemented including • Front liner inquiry log • Writer and Monthly contact evaluation sheets • Due dates schedule and log of time spent editing

Check: Study the ResultsRapid Cycle Improvement • A Rapid Cycle Improvement (RCI) was implemented to address our first problem: Authors were not writing quality submissions and were sending them late to the wrong person • Solution: “Tips for writing the Health Education Articles” was written and distributed. Process and timeline was adjusted.

  25. CHECK: Study the Results • For the initial RCI, data collection showed extended time spent on editing, missed deadlines, and process inconsistencies, i.e. skipping the Monthly Contact. • Solutions to the RCI were discovered through brainstorming and then prioritization with the MACQIC team.

CHECK: Study the Results • Brainstorming Solutions for RCI #1: • Provide additional information to authors • Provide writing examples to the authors • Adjust deadlines to allow more writing and prep time • Standardize the format for articles to the publisher so that lead time is decreased • Have Monthly Contacts inform authors of responsibilities early in the process

CHECKStudy the results (continued) • The process of writing and publishing the articles has been successful as evidenced by the decreasing editing times, increasing deadlines met and number of articles printed. • Measurement of phone inquiries is being collected. • A survey measuring awareness of health services and this project occurred at the Benton Harbor Health Fair, August 2, 2007.

ACTStandardize the improvement • We will have over 30 articles written for as many health care issues – can be updated and submitted for years to come. • In addition to the 30 articles, we have resurrected the use of press release and at least two additional articles have been printed in the larger newspaper.

  33. ACTReflect and establish future plans • We are thrilled with the process results and with the increased media capacity of BCHD. • Written articles will be used to establish regular printings with other media contacts. • Continuous Quality Improvement will be expanded to other areas of the health department and a CQI team, led by the MACQIC team will continue.
