  3. Purpose of HUD Continuum of Care Funding Promote communitywide commitment to the goal of ending homelessness. Provide funding to quickly re-house homeless individuals and families (while minimizing the trauma and dislocation caused to homeless individuals & families) Promote access to and effective utilization of mainstream programs by homeless individuals and families Optimize self-sufficiency among individuals and families experiencing homelessness

  4. New Project Funding Process Three Step Process 1. Must meet threshold criteria: • Nonprofit Organization or Government • HUD eligible activities, including Match • Alignment with BP 2.0 • Demonstrate need through research data • Alignment with CoC and NOFA • Complete Application by June 2, 2014 • Make presentation in Community Review Process • Emphasis on Housing for new projects

  5. Renewal Project Funding Process Four Step Process Submit a letter of intent form to apply by June 2, 2014 Must meet threshold criteria Data will be pulled from agency APR by HMIS lead and scored according to pre-approved APR Rubric Make presentation in Community Review Process

  7. 2014 Community Review Process Overview Purpose of Community Review Process: • Determine LOCAL prioritization of programs for inclusion in Consolidated CoC Application. APR Rubric + CRP= Final Priority List

  8. 2014 Local Scoring Overview • Two categories of projects • New Projects • Renewal Projects • APR Rubric for renewals only • Housing Measure • Income Measure • Employment Measure • Homeless Families Served • Chronic Homeless Served • Mainstream Benefits (TANF, Medicaid, Medicare, etc) • Draw Down Rate

  11. The Ranking Process All attendees receive Note Sheets for each program presenting.

The Ranking Process • Presenters will have 5 minutes to present on program. • Attendees will be able to ask each presenter questions (5 minute limit for ALL questions). • Attendees will make notes on the notes sheets for each program presented. These are not shared. • Attendees will put personal note sheets in order of personal priority. • Attendees order personal priority to final Ranking Sheet. This is shared. • To establish order of presentations a random drawing will be done by the Committee prior to the review date. Order will be listed on indycoc.org site

  13. The Ranking Process Upon completion of all presentations, attendees will be required to complete final ranking sheet. Remember, this final Ranking Sheet is shared.

Final Priority List • The total number of projects ranked by each person will be counted (must be at least 2/3 of all projects to rank). • For all qualifying rankings, the total number of projects overall will then be divided by the result from #1. That will give a fraction greater than or equal to 1. • The fraction from #2 will then be multiplied by each rank to determine the final rank for each project.

  16. Final Priority List Example: There are 30 total projects proposed.   • Rater A is able to rank 25 of them without conflict.   • Rater A's multiplier is 30/25 = 1.2 • Rater A's top ranked program gets a final rank of 1 x 1.2 = 1.2   • A's 13th ranked program gets a final rank of 13 x 1.2 = 15.6 • Rater A's 25th ranked program gets a final rank of 25 x 1.2 = 30 To determine overall CRP Rank, these final ranks will be averaged across all qualifying raters

  18. Important Things Project information will be available on our website (indycoc.org) YOU MUSTreview all project information PRIOR to CRP! Will be posted by June 9, 2014. APR Rubric will be posted by June 16, 2014 Bring copies of the information to CRP—no copies will be available at CRP!! CRP Day is June 26, 2014 9:00-5:00

  19. Important Things You cannot rank a project if: • You work for the agency making the request • Your agency directly benefits from the project (i.e. your agency has staff paid by grant) • You are on the board of the requesting agency • You serve on the CoC Program Application & Technical Assistance Committee

  20. Important Things • CRP begins at 9:00am and ends at 5:00pm, please commit to attending the entire day! • You must be able to rank at least 2/3 of the projects in order to rank any projects • Any organization that applies for COC funding and will present at CRP MUST attend mandatory presenter training. Attendance by the organization, not specific presenters is required.
