    1. Basic Ordering Agreement (BOA)

A basic ordering agreement is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains (1) terms and clauses applying to future contracts (orders) between the parties during its term, (2) a description, as specific as practicable, of supplies or services to be provided, and (3) methods for pricing, issuing, and delivering future orders under the basic ordering agreement. A basic ordering agreement is not a contract. Ref. FAR 16.703.

    3. 8(a) BOA Program Purpose Enhance contracting opportunities to qualified 8(a) firms located in Hawaii or Guam Requirements Small Business Administration (SBA) Certified 8(a) firm within the Hawaii District Office Period of Performance One Base Year with Options up to four years

    4. 8(a) BOA Program Description Type of construction work includes emergency repairs (waterlines, roof, HVAC), minor exterior and interior renovations, demolition, painting and installing pipelines Applicable North American Industry Classification System codes 236, 237 and 238 Simple design build construction work

    5. 8(a) BOA Program Task Order Range between $25,000 to $1,000,000 There is no guaranteed minimum dollar amount or volume of work that will be ordered under the agreement After award, Performance and Payment Bonds is required for each task order

    8. Application Requirements Submit 8(a) certification from your servicing SBA office and/or letter from SBA stating your firm has a bona fide place of business in Hawaii / Guam Demonstrated an ability to successfully meet client construction needs with timely delivery of services at reasonable prices Contractor Performance Survey will be submitted at time of initial BOA application (one for each NAICS Code, as applicable and must match CCR database)
