  2. $248M Bond Program Recap • $149M - Repave and reconstruct streets • $22M - Improve sidewalk & curb ramps accessibility • $7M - Strengthen and renew structures • $50M - Improve streetscapes (pedestrian signals, street and alleyway landscaping, bike safety) • $20M - Upgrade transit street signals

  3. What will this bond do? Recommended by the Capital Planning Committee, the RR & SS Bond will: • Invest in San Francisco’s streets and right-of-way infrastructure now, instead of delaying repairs & making them more expensive • Provide a stable funding source over the next three years • Get us on track toward a pavement condition index (PCI) of 70 in ten years with sustained funding • The bond will improve the PCI from 64 to 66 in three years • Without the bond, PCI would have fallen from 64 (“fair”) to 61 (“poor”) • Provide safe and accessible paths of travel for pedestrians, bicyclists, public transit riders, and motorists. • Create more than 1,600 jobs in San Francisco (6.7 jobs/$1 million) • Distribute projects equitably throughout San Francisco neighborhoods

Curb Ramps - $ 8.8M • High priority locations selected using ADA Transition Plan • Focus on requests from people with disabilities, access to public facilities and transit corridors • As of 4/1/13, progress for curb ramp locations identified under the 2011 Streets GO Bond: • 524 curb ramps are constructed or in construction • 330 are in design • 831 are in planning and will be evaluated for upcoming design and construction. • Requesting $4.9M from the next bond sale

  8. Sidewalks - $ 5M (cont.) Accelerated Sidewalk Abatement Program (ASAP) • Complaint driven inspection of damaged sidewalks around City maintained street trees, schools, city, state, & federal buildings, and other public lands. • For FY 2012-2013 • Inspected 64 public locations • Repaired 27,833 square feet of damaged sidewalks around 64 public locations • Inspected over 51 private properties • Closed 40 outstanding Notices to Repair • Repaired sidewalks fronting 13 private property locations

Street Structures - $ 5.2M Repair and Replacement Update • DPW has completed several repair and maintenance projects, including the repair of guardrails along Bernal Heights Boulevard, the repair of handrails at the 22nd Street Stairway, the repair of damaged steps at the Sunglow Lane Stairway, and installation of solar lights at the Saturn Street Stairway. • DPW is currently rebuilding a portion of the stairway at the 16th Avenue Stairs (aka Hidden Garden Stairs), and repairing guardrails along Alemany Boulevard. • DPW is completing the design of several projects including the replacement of guardrails at the Highland and Richland Street Bridges, the alteration of the abutment at the 4th Street Bridge, and the replacement of the ventilation system at the Broadway Tunnel. • Islais Creek Bridge repair study will be funded with the next bond sale funds.

Transit Signal Priority Transit signal priority (TSP) Phase I (Construction) • Construction by our own Traffic Signal Shop is underway • 57 of 110 traffic signals have been replaced • On schedule to complete the work in spring 2013 New traffic signals (Preliminary Design) • The design work is 15% complete • Completion expected in spring 2013 Traffic signal infrastructure upgrades (Design and Construction) • Design coordination with DPW is underway • Completion schedule will synchronize with DPW repaving schedule

Transit Signal Priority • Transit signal priority (TSP) Phases I and 2 – Design and Construction ($16,190,000) • Phase 1 ($4,900,000) • 1st Appropriation: $4,220,000 - secured • 2nd appropriation: $680,000 – current request • Phase 2 ($11,290,000) • 2nd appropriation: $7,965,900 – current request • 3rd appropriation: $3,324,100 - proposed • New and improvements to traffic signals – Design and Construction($3,520,000) • Traffic signals along transit routes group 1 ($2,220,000) • 1st appropriation – conceptual design: $250,000 - secured • 2nd appropriation – detailed design and construction: $1,970,000 – current request • Traffic signals along transit routes group 2 ($1,300,000) • 2nd appropriation – conceptual design: $200,000 – current request • 3rd appropriation – detailed design and construction: $1,100,000 - proposed • Traffic signal infrastructure upgrades – Design and Construction ($250,000) • 1st appropriation: $250,000 - secured

Risks and Challenges • Construction Costs • Paving Program • Coordination with PUC Sewer condition assessment • Curb Ramp estimated costs were low, Goal may be difficult to achieve • Streetscape Program • Polk Street: Neighborhood and Merchant concerns over parking reduction • Potrero: Coordination with PUC upgrades and opening of SFGH and potential parking reduction • Castro: additional cost associated with OCS pole relocation. MTA has approved $2.5M additional funding which will require $500K from Streetscape Reserve funds to match.

  20. Committee Action: • Approval of the resolution authorizing the issuance of up to $137,000,000 in 2011 Road Repaving & Street Safety (RRSS) General Obligation Bonds and approval of the related supplemental request.
