Introduction • All the radioactive sources are not manufactured in Nigeria but imported into the country • The petroleum industry is the largest importer and user of radioactive sources in the country. • Industrial Radiography is one of the major practices using ionizing radiation in Nigeria • Practice in Existence before Regulatory Authority • Regulatory Authority established in 2001

  5. Legal Framework • Nuclear Safety and Radiation Protection Act 19 of 1995 (The ACT). It comprises 49 sections which are divided into 9 parts. • Part I highlights the establishment of the Nigerian Nuclear Regulatory Authority (NNRA) and its Governing Board. • Part II enumerates the Functions as well as Powers of NNRA and its Governing Board. • Part IX, Section 47 grants NNRA the power to make regulations on matters involving Nuclear Safety and Radiation Protection.

Legal Framework • The Authority shall have power to – • categorize and license activities involving exposure to ionizing radiation, in particular, the possession, production, processing, manufacture, purchase, sale, import, export, handling, use, transformation, transfer, trading, assignment, transport, storage and disposal of any radioactive material, nuclear material, radioactive waste, prescribed substances and any apparatus emitting ionizing radiation

Regulatory Control Programme • Emergency Preparedness - Section 6(h) • Establish in co-operation with other competent national authorities, plans and procedures which shall be periodically tested and assessed for coping with any radiation emergency and abnormal occurrence involving nuclear materials and radiation sources: • NNREP concepts are compatible with the National Disaster Management Plan (NDMP) of the Nigeria Emergency Management Agency (NEMA) • According to NNREP, NNRA is the Lead Management Authority (LTA) for any radiological emergency • NEMA is the overall coordinating Authority

Specific Safety and Security Issues • Import and Export control – Documentation • Import with name of COO of the Company • Premises and Use Authorizations are necessary for import • Import license sent to security organs • Designation of Ports of Entry and Exit for radioactive sources • Installation of Radiation Portal monitors at strategic locations in the country • Scrap Metal Control • Mandatory employment of the services of Police Anti-Bomb Squad to escort radioactive sources during transportation within the country. • Existence of a no transportation of radioactive sources by road at night (No transportation beyond 6pm – 6am)
