CAPITALMED/CAPITALBALK • Macro-objectives : • Efficient use of institutions, funds and legislations with a place based approach crossing the FPA approach with national plans and strategies and financing possibilities (EU, national and international support programmes, World Bank, EBRD, UNDP, …) • Capitalization of the activities implemented in the line 2.3 framework through an integration in the Mediterranean and Adriatic-Ionian macro-regions discussion tables • Strengthening and consolidation of partnerships and development of project proposals, based on multi-countries pilot actions, to present at financing programmes. • Involvement of local business systems and identification of commercial strategic chains to answer to the involved countries technological needs. CAPITALMED “Capitalization of results and best practices of the RISMED integrated project on the Southern Mediterranean territories and exchanges of good practices with the concerned areas in PRIMA and RIVA integrated projects” • Capitalize the activities implemented in the Mediterranean area within line 2.3 through: • Diffusion of the results in terms of skills and references. • Sharing of best practices with other partners of concerned territories. • Identify the needs of involved countries, define strategies and priority interventions, objects of futures project proposals. • Strengthening and cohesion of partnerships • Activate multi-country pilot initiatives • Setting up inter-country discussion tables involving, for defining common policies to be proposed within the relevant macro-regions in the 2 areas • Identification of commercial strategic chains and involvement of local productive systems. CAPITALMED • The main activities of the project are: • Project management and coordination • Valorisation of results and competences, identification of intervention lines and strategic priorities in the involved countries and funds raising. • Pilot initiatives for selection of «key projects» to be presented at the Mediterranean and Adriatic-Ionian macro-regions discussion tables. • Capitalization and networking of the involved territories for launching of thematic forum. • Development, implementation and test of the platform, support for information sharing and development of a training on line system on FPA’s themes for local partners. CAPITALMED - Activities • Activity 2 – Valorisation of results and competences and communication • Specific objective: Mapping of competences of the various technical working teams, identification of the local partners’ needs, consolidation and extension of the current partners’ network, creation of new partnership between the southern Mediterranean countries. • Main actions: • Mapping of technical, organizational and governance skills of the partnership with homogeneous format. • Diffusion and sharing of information in the extended partnership and check the possibility of duplicate some activities. • Identification of intervention lines and strategic priorities in each involved country and of programmes and active partnerships between countries of the MED area. • Funds census and launch of a monitoring funds system. • Actions of communication and diffusion of results. CAPITALMED - Activities • Activity 3 – Implementation of pilot initiatives • Specific objective: implement and extend to other contexts some technical assistance activities realised in the framework of line 2.3 projects, in order to produce project proposals and feasibility studies that could be used as a technical basis for writing new key proposals in the framework of the Mediterranean and Adriatic-Ionian macro-regions discussion tables in the framework of local / international financing programmes. • 3 macro-themes linked to water resources: • Industrial waste water treatment and assistance to sustainable management of industrial estate. • Municipal waste water reuse for irrigation in agriculture. • Valorisation of olive oil production waste water. • Pilot projects: • Audit in companies and industrial estates management • Municipal waste water reuse for irrigation in agriculture on 3 pilot sites • Technical and economical feasibility for valorisation of olive oil production waste water. CAPITALMED - Activities • Pilot project 1: Promoting the application of technologies in the field of water treatment in production units and assistance to sustainable management of industrial estates (Morocco - Egypt and Tunisia for the sharing of best practices) • Performing environmental audit on the companies of the industrial areas involved in the extension of CHAECO project (Agadir – Tanger – Casablanca and eventually Settat and Had Soualem) in order to propose to each of them adequate routes for the application of environmental technologies in the production processes. • Request for quotation from Italian businesses (technology suppliers) • Support to launch commercial partnerships through the organization of a mission for meeting the Italian suppliers of environmental technology and Moroccan industrialists in Morocco • Design and implementation of a GIS system for the SidiBernoussi industrial estate (Casablanca) • Presentation and dissemination of the Moroccan, Egyptian and Tunisian models • Pilot project 2: waste water reuse for irrigation in agriculture(Morocco, Egypt and Tunisia) • Implementation of an evaluation tool of the soil ability to receive treated municipal waste waterin agriculture depending on different uses and planning • Testing the tool on 3 sites (one for each involved site) • Preliminary assessment of interventions to be implemented on 3 sites • Sharing and diffusion of the Egyptian, Moroccan and Tunisian practices • Pilot project 3: feasibility study for the valorisation of oil mills by-products and the reuse of waste water in agriculture in the Fès/Meknès region (Morocco) FRAMEWORK AGREEMENT “REGIONAL COOPERATION SUPPORT PROGRAMME” MEDITERRANEAN AND BALKAN COUNTRIES

CAPITALMED - Activities Activity 4 – Cross-over between the Mediterranean and Balkans areas: capitalization and networking of involved territories in the FPA line 2.3 for launching thematic forums and macro-regional round tables. Specific objective: starting up a debate between Italian regions, countries from Mediterranean and Balkans areas in order to identify common and shared working themes and formulate position papers to present at the Mediterranean and Adriatic-Ionian macro-regions discussion tables to facilitate the inclusion of these themes in the topics of the both areas action programmes. Main actions : Missions for the dissemination and presentation of activities and experiences of the projects of line 2.3 in the territories involved Identification of working themes common to various countries and launch of inter-countries thematic forum Organisation of an international workshop scenario on the common priority and strategic themes for the definition of shared position paper (on concrete proposals based on pilot activities of the CapitalMED and CapitalBALK projects) to present at the Mediterranean and Adriatic-Ionian macro-regions discussion tables FRAMEWORK AGREEMENT “REGIONAL COOPERATION SUPPORT PROGRAMME” MEDITERRANEAN AND BALKAN COUNTRIES

Cross-over MED/BALK Methodological proposal for inter-institutional and inter-country discussion tables organization: the scenario workshop;is a method created in Denmark to find agreements between the various stakeholders within a local scope as to a consensual definition. This methodology is also used in European contexts to encourage innovation in social field through the definition of more efficient method for “best practices” divulgation in different cultural ant political contexts and the identification of tools for the linked know-how  diffusion. CAPITALMED/CAPITALBALK – Platform Regione Basilicata developed an online platform to support exchange and project design activities of line 2.3 Environement and Sustainable Development (http://webteam.regione.basilicata.it/apq/). It could be further developed during the project and used as a cross cutting instrument. Today the platform is divided into 3 main sections: “shared documents”, “archive” and “team discussion”, each divided into geographical areas and single countries. Main actions: 5.1 – Creation of an educational area, with a module about on line training and spaces about archives of slides and documents used during the training session and the film clips made. 5.2 – Sharing materials Creation of a database of documents and available contacts.   25. WALL • Main interventions and results: • Improvement of the knowledge of the hydro-geological system and of the related aquifers. An impact study of the models to support evaluations of recharge activities and a feasibility study in other contexts by means of: • An impact study of the artificial recharge with treated wastewater of the aquifers of Cap Bon and a feasibility study on the possibilities of artificial recharge of the aquifers of the east coast of Cap Bon and Sisseb. • Development of two computer-based models to support evaluations of recharge activities. • Implementation of 4 groundwater monitoring stations. • Exchange of experiences about the acquisition and utilization of meteorological data for the analysis and monitoring of the groundwater resources and the desertification. • Studies conducted for the knowledge of phenomena at basin and farmer scales for sustainable management of agro-forestry systems in the framework of the fight against desertification . • Training for the dissemination of good practices with reference to the System of Traditional Knowledge (SCT) in the areas most susceptible to desertification . • A pilot restoration of traditional techniques to combat land degradation in Italy . • Proposal of involvement of Tunisian partners with proven expertise for the restoration of historical techniques of use of water resources and soil conservation in Italy in order to reduce the hydro-geological risk and recover the efficient use of water resources.. PUER • Main activities and results: • Supplying of equipment and vehicles allowing to extend the range of farm crops in the area and improve the working conditions; • Promoting the associating management of water resources, by providing a central water pumping station and modernising the water distribution network, managed by the users, with the aim of optimising water use for irrigation and reducing oil consumption for ensuring sustainability; • Improving the living conditions in the Village of Tenth of Ramadan (5.000 inhabitants) by building a drinking water supply network; • Training of 25 trainees on the efficient use of water resources on the evaluation of water quality in Italy; • Realization of a study tour in Italy, with realization of visits of requalification consortium and presentation of Italian governance models • Realization of an awareness campaign on water quality, for the different users • Local training sessions for diffusion of best practices on the efficient use of water resources. PANGREEN • Main activities and achieved results: • Creation of a fitness trail in the park with billboards of 2 km inside the park, 16 reversible panels with educational and recreational issues which may change every three months, depending on the seasons, special events or topics of interest. In the realization of these panels local schools, music schools and sport groups were involved. • 12 wooden gazebo were build and shrubs and trees – also indicators of pollution - were planted for a total of 104 trees and 400 shrubs, in addition to 260 square meters of herbaceous cover (grass). • Posters for the management of the park were designed. • In December 2009 there was an exchange of gifs between a primary school in Pancevo and one in Cagliari. The children designed the poster on the topic of water pollution and explained the contents • The book “Water – instruction for use” was published on good practices of water use, written by children of Pancevo and Cagliari. CAB • Main activities and achieved results: • Chemical-physical characterization of solid and liquid waste stored on FS Kablova sites, with relative categorisation necessary for successive removal according to Serbian law. • GIS mapping of waste types and location as a tool for future waste management procedures on FKS sites. • Training activities on software GIS utilization for waste management. • Training activities on waste management protocols: this has led to the activation of new waste management and storage procedure by Serbian partners. • Modification of the waste management protocols for present-day produced wastes. • Geophysical survey realized for detect eventual liquid waste leaking. • Water monitoring upstream and downstream of FKS sites, with evaluation of the associated risk. MRAIN • Main activities and achieved results: • Activities of exchange of experiences, transfer of knowledge and know how, technical assistance and training, meetings with stakeholders, in the fields of : water cycle management, monitoring of superficial and underground waters, rehabilitation of polluted areas, biodiversity and Network Natura 2000, UE funds. • Feasibility studies and elaboration of projects contents to candidate in the framework of the UE-IPA programme. • Training activities on: • Integrated water cycle • Environmental projects for UE funds • Monitoring of superficial and underground waters • Rehabilitation of polluted areas • Editing of handbook “MRAIN - “Monitoring and rehabilitation of polluted areas destined to supply of drinking water for the Town of Nis”. HYDROZEN I e II • Main realized activities : • Executive project of the making safe of Sige landfill and for the proofing of the landslides • Fund raising for works realization in the landfill and landslide area • Evaluation of the investment necessary for the waste water treatment plant of the city of Zenica (preliminary project) • Evaluation of the hydro-geological risk associated to the landslides areas • Quotation of necessary investment for the land monitoring • Achieved results: • Closing of the Sige landfill • Financial support obtained for part of the materials necessary for the works; It is running the procedure for the realization of the works on the landslide; • Quotation of the investment necessary for completion of the waste water treatment plant (definitive and executive project) and start of the fund raising activities. • Register of the lands subject to landslides in the Zenica Municipality FRAMEWORK AGREEMENT “REGIONAL COOPERATION SUPPORT PROGRAMME” MEDITERRANEAN AND BALKAN COUNTRIES
