Seminar on Innovations in Official Statistics Evolution of Statistics Work in Thailand • 1915 Statistical Forecast Bureau (SFB) was found under Ministry of The Royal Treasury • 1951 SFB was upgraded to Central Statistical Office under National Economic Council • 1952 First Statistics Act was enacted to outline National Statistical System • 1965 Statistics Act was promulgated by amending 1952 Act

Seminar on Innovations in Official Statistics Thailand NSS: Decentralized System Roles and responsibilities of statistical organizations • NSO • Produce fundamental statistics • Provide statistical services for public and private sectors : statistical data and statistical technical advice • Coordinate with other statistical units at national and international levels • Other statistical units in line-ministries • Produce statistics from administrative data • Produce specific statistics by surveys for their own purposes

Seminar on Innovations in Official Statistics Main Points in New Act Thailand Japan Draft the Statistical Master Plan : framework to manage NSS Draft Sectoral Master Plan : to define responsibilities of statistical units in implementing stat. work under the Master Plan Create statistical network among statistical units to develop important & timely country statistical database Establish a Basic Plan on the development of official statistics Promotion of effective utilization of stat. data Establishment of Statistics Commission to deal with matters based on the provision of the Act.

Seminar on Innovations in Official Statistics Sectoral Statistical Committee (SSC) • Develop and agree on the SSMP • Produce statistical calendar of sector • Supervise and coordinate stat. production and storage • Coordinate with NSO Quality Assurance Team (QAT) • Publish Annual Report of the sector

Seminar on Innovations in Official Statistics Role of NSO in SSC • Co-chair all the SSCs • Act as the secretary of the SSCs • Establish and operate QAF • Provide technical assistance • Publish Annual Report on Status of sector • Develop and update Data Directory • Develop a system to coordinate, link and integrate data and statistics
