Introduction • The output of this work will be • A dynamic Observatory for Learning Technology Standards • A set of administration tools to manage the entire web site. • A multilingual-capable observatory will be provided as a result of this work. • Further population will be based on administration tools with restricted permissions over the observatory data.

Timeline • Key dates (year 2003): • March/april (Q1 meeting). First prototypes. • July (Q2 meeting). Fully functional version for admin tools and 50% of client functionality. • October (Q3 meeting). Functionality completed. Some contents already introduced. • January 2004. Functionality and contents completed. Period for comments finished.
Decissions from Vienna • After the completion of the development of the LTSO, the Observatory shall be offered for commenting to the outside world (CEN/ISSS/WS-LT and its liaisons) to receive comments on both the LTSO functionality and the contents themselves.
Decissions from Vienna 2. Two new functionalities will be added to the LTSO (supported by an extension of the current contract): (a) the development of an XML binding for the LTSO structure and contents and (b) the development of a pdf version of the LTSO for downloading.
Decissions from Vienna 3. The structure for the user's guide(for the general administrator) has been accepted. 4. LTSO sections: "Metadata", "Content Aggregation" and "Learner Information" has been reviewed and accepted. The PT will introduce the remaining sections before the commenting period (item 1 above).
Decissions from Vienna 5. The PT proposed to use specification "Standards Metadata Element Set, v3.0" as the basis to describe standards in the LTSO. This conceptual model will be bound to XML to support standards descriptions exchange with external sites. This proposal has been accepted. 6. RSS will be used for both news and events
Decissions from Vienna 7. The PT will deliver a translation document that will be filled by volunteers in order to produce the remaining language version (English version already available).

LTSO PDF book Development of a “ready-to-print” version of the LTSO contents: This work item provides a pdf Book containing the whole contents of the LTSO in a “ready-to-print” (pdf) format. This would let those interested in learning technology standardization access a every-day updated State-of-the-Art. Current contents generate a 417 pages book
LTSO IMS Package • The LTSO generates a IMS-like package daily. It contains the whole contents in the LTSO following the IMS Content Packaging Specification v 1.1.3. • This allows external systems to import contents from the LTSO
LTSO IMS Package • The manifest contains information to recover the current LTSO content structure. • Actual contents are packaged both in HTML and XML. • XML contents are described in a XSD that can be downloaded from the LTSO itself.

LTSO endorsement Commenting period initiated by Nikolaus Kovacs in November 4th, 2003. Deadline: December 15th, 2003. Some comments received by Robby Robson, Luc van den Berghe, Rolf Lindner, Nikolaus Kovacs, Mike Collet and Frans van Assche. All these comments were taken into account by the PT and implemented by the end of 2003.
