  2. Positive features • 100% state share release during 2013-14 • No teacher vacancy in State cadre • Partnership with IGNOU for training teachers not having the prescribed qualifications

Indicators • Enrolment is more than Census population • Child population 2014 (Projected) : 2,71,110 • Total enrolment : 3,25,047 (20% excess) • Steep decline in enrolment in Govt. & Aided Schools during 2012-13 to 2013-14 (13% in PS and 9.5% in UPS. (p.13) • Enrolment share of Muslims (0.99%) = < Pop. Share (1.88%). • No enrolment of Muslim girls in KGBVs. • Retention rate is 43 at PS and 45 at UPS. Lowest retention rate (21) in Upper Siang district. Less than 40% in seven districts. • Drop-out rate is 12% at PS. > 15% in 7 districts.ST drop-out rate =21.7% at PS (p.18)

  4. Access • No habitation/school mapping exercise. • Actual eligible / Un-served habitations is not known. • Last year : Up gradation of 49 EGS into PS (Approved). • State has not yet opened 236 already sanctioned Primary schools. • Status of Residential Schools, Hostels:

Sanction • No.of untrained teachers:8961 (enrolled in D.Ele.Edu:6756) • Rationalisation is long pending Total teachers: 12931 SSA vacancies: 924 Enhancing Quality

  11. Enhancing Quality 64% UPS do not have subject teacher schools. State adopted NCERT books. Need to include state culture and History. SLAS: SCERT has been entrusted. CCE Module needs revision as per NCERT exemplar. QMT report to NCERT is awaited. DIETs need consolidation. New Initiatives: Learning Indicators, Teacher Performance Indicators

Gender and KGBV • Action taken report on KGBV evaluation requires improvement. • Capacity utilisation: 92% (Gap:445 girls) • Utilization of funds (88.80%). • Not completed construction of 13 buildings. (7 of 2010-11 and 6 of 2012-13) • A large numbers of male staff i.e. 110 full time teachers, 100 part time teachers, 38 accountants, 20 head cook, 41 assistant cook, 18 peons, 48 watchmen and their stay in premises. • Need to issue guidelines incl. Dos ’and Don'ts on KGBV implementation by NGOs

  13. CWSN • Identified 12157 CWSN, out of a total child population 4.1% of the total childpopulation • The state has 204 volunteers and 95 RPs for CWSN (Total:299). Only 148 RPs are qualified. • No Braille books and large print books given since the inception of the programme. • Only 5.61% teachers trained in IE • Only 533 CWSN given aids and appliances

  15. Financial Management • Concern: Outstanding advances (Gen.-5.00 + Cap.-1222.91 lakhs) • Pending Audit Observations for the years 2005-06 to 2011-12.
