  1. You Are Part of the System Do Now: In everyday life, there are many types of conflicts and risks. Brainstorm a conflict or risk that may happen when driving?

  2. The Highway Transportation System (HTS) Purpose of HTS: To move people and cargo from one place to another in a safe manner. 3 Components make it up: People Vehicles Roadways

  3. People Roadway User: Use the HTS by walking, driving, or riding. Every Roadway users vary greatly in their ability to use the system. MOST INDIVIDUALS DRIVE IN A SAFE LOW RISK, RESPONSIBLE MANNER. Some drivers may be distracted, tired, ill, or impaired by alcohol. You must take responsibility for avoiding trouble when driving.

  4. Vehicles A wide range of vehicles use the HTS. Some vehicles are small while others are large or oversized. Some vehicles have little protection. Your job is to develop skills to lower risk and avoid conflict when interacting with these vehicles.

  5. Roadways Roads vary and the common conditions such as rain, nighttime, or rough pavement, can become major problems. Your job is to maintain control.

  6. Regulating the HTS The federal government has established the National Highway Safety Act with a set of traffic-safety guidelines. Laws are passed to make up the vehicle codes. Enforcement agencies assure that the laws are obeyed. Courts decide whether drivers charged with violating the laws are guilty or innocent. Drivers who operate their vehicles in a responsible, low-risk manner are the most important part in the HTS. States grant driving a privilege and passing the licensing exam, you agree to obey traffic laws.
