Castallo & Silky LLC conducted a study to determine if there is a better way to reconfigure grades and facilities at Massena Central School District to provide a sound instructional program. The study also explores the arrangement of grades and facilities that would be most beneficial educationally and fiscally.

Purpose of the Study In considering 2-3 prioritized options, is there a better way educationally and fiscally to reconfigure the grades and facilities to provide a sound instructional program now and in the future? September Meeting Take-Aways • The purpose of the study is to answer the question, "In considering 2-3 prioritized options, is there a better way educationally and fiscally to reconfigure the grades and facilities to provide a sound instructional program now and in the future? If so, how should the grades and facilities be arranged? • The study process will be open to ensure there is not a perception it is being conducted behind closed doors. • The Advisory Committee was formed to assist the consultants throughout the process, but the final recommendations will be the consultants’. • The district has seen declining enrollments and will likely continue to see enrollments drop slightly. November Meeting Take-Aways • The grade configuration (K-6, 7-8, 9-12) is a somewhat common arrangement. • The most common grade configuration of schools in New York and the U.S. is K-5, 6-8, 9 -12 although there is no research that indicates that one grade pattern is necessarily better for student learning than another. • The elementary instructional program is comparable across all three schools. • The Junior High School program is typical for a school district of this size. The High School Program provides many alternatives for students including the International Baccalaureate. • There are an extensive number of interscholastic athletic opportunities available to the students in Massena Castallo & Silky LLC-Education Consultants

Athletic Facilities • Back practice soccer fields need better drainage- cannot usually use them in the spring or fall due to standing water • Baseball field needs better drainage in the outfield and second base area • Varsity softball field should have a new backstop and better drainage at home plate • Need a weight room, another locker room, and a dedicated storage facility for equipment and uniforms • Turf’s useful life is ending within the next 5-7 years

Two Common Approaches to Organizing Elementary Attendance Zones Neighborhood School Concept-Each elementary school contains all elementary grades and is generally organized around “neighborhoods.” Grade Center Concept (Princeton Plan/Stacking)-Each elementary school is generally organized around grades, often creating primary schools and intermediate schools within a school district.

The neighborhood school concept has been embraced by Massena for the location of its elementary schools. • The Building Condition Survey has identified approximately $94,000,000 of work to be completed in the district’s school buildings. • The concept of grade center schools would reduce the number of elementary sections by approximately 6.
