Standard Activity and Schedule – Overview • 2003.10: TETRA* Trunking Systemhas been selected for KGRN* Radio Network. • 2004. 7: PG105 Disaster Management Project Groupwas established under TTA Technical Committee. • ETRI, NSRI, NEMA • Andong University, Chungbuk University, Cheongkang University • KT, SK C&C, SK Telesys, LG CNS • Motorola Korea, Nokia Korea, Samsung Thales, R&S Korea • Airtech I & C, KMTech, Pulse, Telode, Unimo Technology etc. • 77 sets of draft standard for Korea Digital TRS(TETRA) has been made (2004.10.31.) • 77 sets of Korea Digital TRS(TETRA) standard was published as TTA standard (2005.4.12) • Currently reviewing other standard specification, and planning for TETRA REL2 standard TETRA : Terrestrial Trunked Radio, KGRN :Korean Government Radio Network

Future Standard Plan – TETRA • ETSI* TETRA TRS REL 1 Standard • TETRA ISI Standard to be revised. • TIP Specification to be published. • TIP Test Procedure to be published. • ETSI TETRA TRS REL 2 StandardTETRA Release 2 Standard for the following enhanced features to be reviewed and published: • TEDS(TETRA Enhanced Data Service) support • Data transmission speed, 54~864kbps support: Database, Graphic, Video…… • Adaptive modulation/demodulation : QAM/16QAM/64QAM • Multi-carrier modulation/demodulation : 25Khz, 50Khz, 100Khz, 150Khz • Guarantee network upgrade with backward compatibility with the current REL 1 standard • Roaming and inter working function with UMTS and 3G cellular mobile network ETSI : European Telecommunications Standards Institute

Future Standard Plan – PPDR • Completed SoR (Statement of Requirements) (2002.10.) - Mobility : High-speed mobility supporting ultra high-speed train and aircraft (over 300Km/h)  MIMO, OFDMA - Transmission rate : Broadband ultra high-speed at 2~200Mbps  64QAM/256QAM - Frequency band: 4~5 GHz, higher than 3G mobile communication and wireless local access network  Adaptive Antenna, Beam Forming - Supporting interoperability between the existing TRS network and mobile communication network  ALL IP - Structure to support flexibility, reconfiguration, adaptability  apply SDR technologies • System technical requirements are under reviewing. • Draft of system reference model is under preparation. • Applicable candidates for system are under preparation. (2003.9. ~) • Multimedia PPDR Technology Standard • will be published with review of following MESA* standard to support the multimedia service: • is too extensive and highest grade ofuser requirement  Integrated broadband multimedia technologies to be required (after year 2010) MESA : broadband Mobility for Emergency and Safety Applications

KGRN Implementation Plan – Definition • For maintaining of national welfare and public order, and securing of the property and life of the people, national emergency communication network with reliability, existence, security, promptitude and broadcastrequired • For public safe, radio communication network for prediction and prevention hazard or disaster in advance and provision a prompt and thoroughly perfect rescue supporting system in disaster or emergency situation

KGRN Implementation Plan – Frequency Band Allocation • 800 MHz band (806~824/851-869Mhz) : Allocated for digital TRS system of public and commercial communication • KNP* in use of 3MHz • 380 MHz band (380~390/390~400Mhz) : Recently allocated for digital TRS of private communication • Frequency detailed allocation complies with TETRA system frequency usage. • 800 MHz band (806~811/851~856Mhz) is recently assigned for digital TRS system of KGRN (’05. 5.) • New PPDR band to be selected hereafter complying with WRC-2003 and WRC-2007 recommendation(4.940~4.990GHz/5.850~5.925GHz) KNP: Korea National Police

  15. 3. KGRN Implementation Plan – Frequency Calculation • Cell allocation by cellular based: Frequency reuse factor is 20. • In that, cluster consisted of max.20 cells. National network established in cluster structure. • Therefore max. illumination value is 20, and the average is around 3~5. • In this calculation, assuming at the average value 4 • In PSTN & data communication the traffic calculations are based on the number subscriber in cell, in dispatch communication the traffic calculations on the number of group in cell. • Data communication traffics are calculated approximately including the Internet or file transfer features. • Calculation of the required channels referred to 1% of Erlang C. • During 20 years hereafter, adaptive cell allocation can accommodate enough even an increase of over 2 times in data traffic

Conclusion • International Cooperation is required for TETRA Standard • Regular technical exchange between TTA and TETRA MoU/ETSI to be tried. • MOU Agreement with ETSI for exchange of standard technology to be concluded. • Cooperation for IOP test and ISI test to be established. • Common platform for ISI functional test to be developed. • Joint Development for Next Generation PPDR Standard Specification • Forum for multimedia PPDR standard to be tried. • Technology evolution roadmap to be jointly framed. • Service model and Technical requirement to be jointly developed. • Selection of common frequency band and analysis on practical use. • Global broadband radio air interface standard for multimedia transmission to be tried. • Sharing Technology and Information Related with other Disaster Relief • Air interface specification about multimedia satellite communication for disaster relief • Standard for TDMS* and Communication resource DB management Technique TDMS : Telecommunication Disaster Management System
