  1. FIRE 4 vs HELLAS MARGARITIS MOUZAS GENERAL SECRETARY for CIVIL PROTECTION 19 FEBRUARY 2008, ROME, ITALY

Introduction • Our subject today is the enhancement of our cooperation against the most common threat of our people and our countries, which are the forest fires. • During our recent meeting in Porto, but also among our bilateral cooperation and discussions, we have discussed the possibility of the extension of the Fourth countries initiative.

  3. Introduction • As I have informed you in the past, the willing of the Hellenic Government for our participation into this initiative, I mean in FIRE 4 and its extension to FIRE 5, is strong. • But we have to see how;

  4. Main Topics • I know that, in May 2006, you have signed a relative declaration. I believe that we must complete this declaration with Hellas as the 5th equal member. • Practically, this should be our first step.

Main Topics • Regarding the European Project FIRE 4, which is on going and it is financed by European Union, the full participation of Hellas would be extremely useful,however I have some questions how this would be done, beyond our participation that is already foreseen with one representative per training action.

Main Topics • Finally, the organization of the exercises is of course contractual obligation of the four countries implementing the project. • However, when my colleague Mr Bertolaso, sent me the invitation for the participation of Hellas with aerial means, my response was immediate and I have already informed my our Hellenic Air Force representative for the results of the 13th February meeting. • From our participations to the above actions-even they remain as are today, I mean without any change- a cost results. If to the exercise in Sardenia or/and in the earthquake exercise in Portugal, ground forces are involved this cost will be increased.

  7. Main Topics • Therefore a basic question is how we are going to manage this cost. • A second question concerns the possibility to increase the number of representatives in the training actions. • I would like to discuss also the issue of material procurement. Is there any possibility for Hellas to acquire a part of these materials;

  8. Main Topics • Of course, I believe that it is self evident –independently on the regulations of the FIRE 4 project that is on going- our cooperation with the signing of the new declaration will be come stronger.
