  1. 2013-2014 Proposed Contract Aurora Fire Fighters Local 1290 And City of Aurora

Overview • The Negotiations Team worked extremely hard for over 4 months gathering data and compiling statistical information used in the negotiations process. • The “30 day” negotiations time period passed, and, on the last day of negotiations, a marathon 10 hour meeting ended without an agreement. We were at impasse. • We continued to work “behind the scenes” talking with City Council Members and the Mayor

Overview(continued) • The City requested another meeting on June 6th , and after 4 ½ hours, we came to an agreement. • This is not a great proposal by any means, but given the economic conditions, we believe it is the best that we can get. • There were “many” other items brought forward by our team, but were completely rejected by the City Management team. • This proposal addresses our main issues of Health Care, Pay Increases, and Furloughs.

  4. 2013-2014 Contract Proposal • The listed Contract Articles are the only ones with changes. • All other Articles are the same as currently written in our present contract. • This is a 2 year “Package Deal”.

  5. Article 6Sick Leave • Remove the “no payoff” language in 2011-2012 contract • Add Administrative Policy 10.3.7.13 on Sick Leave Usage • 2013 • 180 Hour Cap on Annual Buyout • 2014 • 240 Hour Cap on Annual Buyout • note-this does not apply to separation of employment buyout.

  6. Article 7Personal Leave • Remove the word “take” from 2ndparagraph • Remove the last part of the sentence in 3rdparagraph… “except that no such payment shall be available or made”….etc.

  7. Article 8Holiday Pay • Remove last sentence in Section 2…… “no such payment” language.

  8. Article 12Overtime/Additional Straight Pay • Change language in Section 1 to reflect Administrative Policy 10.3.2: Overtime, Additional Straight Pay, and Acting Pay.

  9. Article 18 Health Insurance • 2013 • Bring our current City contribution amount equal to all other City Employees…then add 6% to that amount • 2014 • Add 6% to City contribution amount from 2013 • We withdraw our current “Bad Faith” lawsuit.... “without prejudice”. • We retain right to re-file lawsuit. • Committee formed to review and discuss all options on health care plans (companies, plan types and options, etc.)

  10. Article 20Dental Insurance • Contract date change to reflect 2013-2014

  11. Article 21Wage Schedule • 2013 • 1% pay raise • 2014 • 1.5% pay raise • Contract date change in Section 4 to reflect 2013-2014

  12. Article 31Retiree Health • Contract date change in first sentence of first paragraph to reflect 2013-2014

  13. Article 34Furlough Time • The City retains its Management right to furlough us….However….We added language stating “if any furloughs occur, All financial caps in place in Article 6 will be removed.

  14. Article 35Term of Agreement • 2 year contract

  15. Recommendation • The Negotiations Team and Executive Board of Aurora Fire Fighters Local 1290 recommend the membership accept this 2 year proposal. • Voting will take place at the stations on: • Wednesday, June 13 , “B” shift • Thursday, June 14, “A” shift • Friday, June 15, “C” shift • There will be no absentee ballots or proxy voting.
