Program Design • Application Process • New Application and forms for required for 2009 Program • Newly signed contract required for 2009 Program • Application returned if deemed incomplete or if funding is expended • Projects must receive an approval letter prior to start of installation • Renewable energy project incentives are capped at the size of initial application • Reservation Commitment • Expiration period shall be maintained at 12 months for residential projects
Program Design Open Items • Incentive Design • No specific incentive for Fuel Cells • Methodology of calculating a residential rebate for hybrid systems consisting of capacity and production based rebates shall adhere to the production based cap • Equipment eligibility for New Jersey Manufacturer’s incentive • CHP shall be eligible for C&I CHP funding and renewable biomass incentive • Past Participation • Entity Caps shall correspond with reduced rebates for smaller systems and reduced levels of funding • Expanded Project Cap adopted to prevent gaming of 50 kW rebate cap
Technical Requirements • QC to QA Transition • Implemented by end of Q2 2009 • Training required of installers • Monitoring requirements established • Ongoing evaluation of contractor and program performance • An inspection will be requested for all projects • Verification of Reported Generation • System metering required of all projects • Estimated performance eliminated for small projects • Date of REC Generation • Established to be the interconnection date • Interconnection date will need to be provided by the appropriate utility
