Challenges and Cooperation in European Statistical System

The European Statistics Code of Practice: main principles • Minimum standards on the independence, integrity and accountability of the NSIs • Institutional environment (Professional independence, Mandate for data collection, Adequacy of Resources, Quality commitment, Statistical confidentiality, Impartiality and objectivity) • Statistical processes (Sound methodology, Appropriate statistical procedures, Non-excessive burden on respondents, Costs effectiveness) • Statistical output (Relevance, Accuracy and relieability, Timeliness and punctuality, Coherence and comparability, Accessibility and clarity) • 15 principles – 77 indicators 5

  6. Why co-operation in Statistics? • A key part of the Community Statistical programme 2008-2013 • Basis for formulating EU policies towards partner countries • Need for reliable indicators of the effect of international donors’ assistance • ENP is the EU political background 6

  7. What is the ENP? • A specific policy for the neighbours of the enlarged EU, defined by geographical proximity • …but not countries with an accession perspective (Romania, Bulgaria, Turkey, Croatia, the other Western Balkan countries… ) • Based also on the Draft Constitutional Treaty 7

ENP Instruments • Replaces Tacis • All partners are eligible for support • Focus on supporting the implementation of the ENP Action Plans • Support through: • Country programmes • Multi-country programmes • Thematic programmes • Cross border co-operation programmes • Trans-regional programmes involving Member States. 8

  9. ENPI will support • Sustainable development • Fighting poverty • Measures leading to progressive participation in the EU’s internal market • Legislative approximation • Regulatory convergence • Institution building 9

ENP objectives in statistics • Strengthen the statistical system of partner countries • Strengthen the national standing of NSI’s • Promote international comparability of the statistics produced • Sustainable production of timely, reliable, objective and comparable statistics for relevant Community policy areas 10

  11. ENP objectives (cont.) • Harmonisation to European or international standards • Strategy for strengthening the statistical system; • Collect and disseminate data from the countries 11

Main statistical activities foreseen • Diagnosis of the present situation of the statistical systems • Global assessments of the statistical systems • Assistance to developing a national strategy • Identification of priority areas for harmonisation • Gradual introduction of a progress monitoring tool • Growth of data exchange 12

  13. Conclusions As a good neighbour, the ESS wants to share its experience with its partners, to help them build up a modern statistical system 13
