  1. Consultation (C) After approval of the EIS, FONSI, or CE designation, the applicant shall consult with the Administration prior to requesting any major approvals or grants to establish whether or not the approved environmental document or CE designation remains valid for the requested Administration action. These consultations will be documented when determined necessary by the Administration. Managing the Environmental & Project Development Process

Consultation Major Steps to Advance the Project: The local highway agency must have received the following from FHWA: • Authority to undertake final design • Authority to acquire a significant portion of the right-of-way • Approval of plans, specifications and estimates Managing the Environmental & Project Development Process

  4. Reevaluation Agencies Involved in Reevaluation: • Federal Highway Administration (FHWA) • Ohio Department of Transportation (ODOT) -Engineering -Environmental Planning Managing the Environmental & Project Development Process

  5. Determine need for supplemental document Assess validity of environmental document Reevaluation Goals of Reevaluations: Managing the Environmental & Project Development Process

  6. Reevaluation Requirements of Reevaluation: A Reevaluation is required under the following conditions: • If no FEIS has been completed within 3 years of circulation of a DEIS • If no major steps to advance the project have been made within 3 years after an approved FEIS • If major design changes have been developed Managing the Environmental & Project Development Process

  7. Supplements • A DEIS, FEIS or Supplemental EIS may be supplemented at any time • An EIS shall be supplemented when FHWA determines that: -Changes to the proposed action would result in significant environmental impacts that were not evaluated in the EIS; or -New information or circumstances relevant to environmental concerns and bearing on the proposed action or its impacts would result in significant environmental impacts not evaluated in the EIS.   8. Supplements • A supplement is not necessary where: -Changes to the proposed action, new information or new circumstances result in a lessening of adverse environmental impacts; or -The administration decides to approve an alternative fully evaluated in an approved final EIS, but not identified as the preferred alternative.   9. Supplements SEIS Content • Same process and format as a DEIS and FEIS • Tell why the SEIS is being prepared • Reference valid portions of original EIS • Focus on changes/new impacts • Formal scoping not required Managing the Environmental & Project Development Process
