  1. Lake Billy Shaw Operations and Maintenance and Evaluation (O&M, M&E) Shoshone-Paiute Tribes Bonneville Power Administration Project # 1995-015

  2. Project Overview • 1988 - Feasibility Study • 1998 - Construction as partial mitigation for loss of anadromous fish and loss resident fish habitat and connectivity • To provide sustenance fishery to Tribal Members • Constructed as a put-and-take fishery • 1999 – Initial filling to full pool

Project History • Construction on the dam and structures was complete in November of 1998 • At the time, only capital construction project to finish on time and under budget • Fish screen structures were complete in December of 1998 • Upon initial filling, dam structures, monitoring wells, fish screen structures, and lake level were monitored daily, with recordings being taken three times/week

History Con’t • June 1999 work included installation of road crossings around the perimeter, installation of boat launches, cattle guards, finish work on the spillway structure, pumphouse and well protection • Invertebrate transplants w/Boise Fly-fisherman sportsman group • Rip/rap around drainage areas • Reseeded borrow areas

History Con’t • 2000 the Operations and Maintenance portion of the project began with monitoring of piezometers, water levels, biological monitoring, riparian plantings, protection of shorelines, and maintenance of structures and appurtances • Completed signs • Complete shoreline fenced including feeder canal • Re-graded roads

  6. History con’t • 800 hybrid poplars planted along shoreline (1999/2000) • Public meetings • O&M M&E followed with piezometer and water quality data in Annual Report to BPA

  7. History con’t • Water temperatures, Oxygen levels, and food availability are more than adequate for species survival • The Zooplankton and Algae Identification was completed in July with the help of the Pyramid Lake Paiute Tribe (B. Harry 2000)

  8. 2001 work • 16,924 willows planted along shoreline • 750 hybrid poplar trees (4-6’ tall) • Photo points established • Exclosure fence complete on reservoir and inlet canal • Limnological sampling continued • Solar pump installed for off-site watering

Stocking history • This is a closed system as per the ruling of the NWPPC in 1998 prior to construction (June 5, 1998 John Etchart to Chairman Paiva and Bob Lohn) • NEPA documents state “a habitat indicated to be suitable for the rainbow trout or other such adaptive game fish species” (EA page 17) • Has been void of fish since 1999

  12. Stocking history • Request to RFC for funds (April 2001) • After deliberation with IDFG fish were not available, began searching private facility • Will stock in 2002 with 10,714 lbs of sterile rainbow trout • Well below ideal stocking stocking rate • At least some fish in reservoir

Stocking Needs • The Tribes will stock the reservoir to become a put-and-take fishery at the recommended stocking level of 160-200 fish/hectare (Kohler and Hubert, 1993). • With this stocking effort we would stock the 174-hectare lake with 160-200 fish per hectare for a total population of 27,840-34,800 (10”-12” at 1.5 fish/lb) fish.

  14. Stocking continued • Stock with sterile rainbow trout pending results from Project 2000-079 (Assess Resident Fish Owyhee/Bruneau) and upon feasibility of project 32001) • At this time we will look at option of stocking native redband trout

  16. O&M, M&E plans • We will continue to follow O&M plan and modify as needed with input from scientists and biologists from the region • Will seek input from IDFG, NDOW, OSC, and others and agreement from ISRP and NWPPC on O&M, M&E plan

  17. M&E to include: • Monitor water levels • Water quality monitoring • Fishery surveys (upon stocking) • Metals testing once/year

  18. M&E to include: • Creel surveys • Macro invertebrate sampling • Bird surveys • Waterfowl production surveys • Small mammal trapping (all 3 reservoirs) to gauge response to riparian enhancements

  20. Wildlife Benefits • With proposed wildlife inventory project we will assess utilization of new reservoir by wildlife species • Assessment will be part of the O&M M&E plan

  21. Wildlife Benefits • Numerous species of Wildlife observed in Lake Billy Shaw area including: • Bald and Golden Eagles • Sage Hen • Numerous Species of ducks • Antelope • Deer
