  7. Careline - Contacts Contacts are defined as children’s social care enquiries that are resolved at the point of contact within Careline. Contacts can include requests for information about services. Contacts can include concerns regarding children that don’t meet the threshold for referral. Contacts are either resolved through advice, signposting to other agencies, or alternatively supported by the recommendation of a Common Assessment Framework (CAF). Contacts are recorded on a Contact Record in ICS and form part of the Child’s chronology Contacts that require social work enquiries are progressed to a referral

  8. Careline - Referrals Referrals are defined as children’s social care enquiries that may require statutory Intervention form Children’s Social Care. Referrals will result in the Social Worker conducting thorough checks with all relevant agencies to support their analysis of the Childs needs and how best these can be met. The referral will either be; - Closed in Careline with advice, guidance and a recommendations given to the referrer to support the Child’s needs being met via CAF (OUTCOME 1 on Flowchart) - Directed to Early Intervention Team if complex tier 3 (OUTCOME 2 on Flowchart) or (Outcome 1) - Sent to the Area Safeguarding Teams with a recommendation that a Statutory Initial Assessment is Required (OUTCOME 3 on Flowchart)

CAF CAF recommended by Professional Worker – A+E – Adult Services, Adult Mental Health- HealthProfessionals, Statutory and Voluntary Services who do not have access to TAC-TAS or ongoing involvement with the Family) The Pre CAF form to be completed and sent to the CAF Coordinator ---- 2nd Floor Millennium House, Victoria Street, Liverpool, L1 6JF CAF Coordinator to sign post to: Team Around the School To appropriate agency Child/Young Person is identified as a child with additional needs (Threshold Document Levels 2,3,3a,3b) Professional consults with parent and advises that a CAF would be beneficial and gets consent- agreement to share information. Child with additional needs identified through Pre- CAF Assessment by Professionals working with Adults or do not have access to the TAC -TAS If you think a Child is at risk of harm, follow LSCB procedures Child/Young Person identified through the CAF Pre-Assessment checklist

Children’s Social Care. Outcome 2 Level 3a Referral does not meet threshold for Child in Need /Child Protection concern but would benefit from multi agency support CAF. Case is either referred to EIT if case is complex or referrer is advised to initiate CAF and support is provided by CAF Team as per outcome 1 Initial Assessment CORE ASSESSMENT (if Needed) CIN/ CARE PLAN / CP Plan if required On-going work from social care Referrer advised to initiate a CAF, Record of advice held on contact record and CAF Team advised by Careline. If case referred to EI T multi agency CAF will be initiated with a view to de-escalating case once coordinated plan of support established / progress made – case will be reviewed and alternative lead professional identified. Case will be de-escalated via CAF review. Progression of CAF will be monitored by the CAF coordinator / CAF Team. AT CASE CLOSURE Where on-going support needs are identified but no longer at social care threshold 3-4 then CAF transfer process applies SW to obtain consent to share information from IA , assessment can be used to populate CAF and reduce need for repeat assessment. Referrer is contact by CAF Team to offer support and ensure CAF has been initiated and lead professional identified. CAF Team to follow up to ensure CAF initiated and offer support CAF Team will monitor progress CAF Team will monitor progress
