  1. South African Union of Students Presentation to the Portfolio Committee on Higher Education and Training on the 2019 NSFAS Processes in Universities and Preparations for 2020 Applications. Wednesday 28 August 2019.

  2. Introduction and Background • In 2018 at this time, we made a presentation in this house wherein we exposed the rot at NSFAS and called for the board to be dissolved. • The Administrator was appointed and the 21st of August 2019 marks the end of the term of office of the first phase of NSFAS administration. • The call for a national shutdown of all universities was made by SAUS on 6th of February 2019. • A meeting between SRCs, SAUS, DHET Minister, NSFAS, and USAF was convened on the 9th of February 2019 in Pretoria, the portfolio committee also invited us in February this year to present challenges that led to the shut down. • The Portfolio Committee has been very helpful in assisting our struggles as students in universities.

  3. NSFAS Challenges Faced by University Students. • Historical debts • Student accommodation and transport allowances. • Lack of post graduates funding. • NSFAS appeals • Meal Allowances for off-campus students( Circular 6). • Exclusion of Students who applied through CACH. • Exclusion of UNISA from NSFAS allowances.

SAUS Contribution to Ensure NSFAS works. • Financial Aid Roadshows. • National protests. • Continuous stakeholder engagements. • Campaigned successfully for cash allowances. • Advocated for a toll-free number. • Rebuild broken relations with Stakeholders. • Visits to all institutions. • Submitted relevant information timeously.

  5. Progress on Commitment to Stakeholder Engagement and Collaborative Solutions. • Communication improved over the past 12 months. • Rapid response to challenges. • Suggestions were submitted to improve the scheme. • Improved working relations between DHET, NSFAS,SRCs and Universities. • Early disbursement of allowances this year and Students received their book allowances timeously. • NSFAS staff were deployed to university campuses to work with SRCs during registration period.

  6. Conclusion, Recommendations and Way Forward • Measures are in place for 2020 application process to be smooth, these include financial aid roadshows and media campaigns. • Recommend the Induction of student leadership and capacity building on financial aid processes and guidelines. • Recommend the revisiting the NSFAS guidelines and policies to be student centred. • Recommend the Introduction of a Wrap Around Support program • Recommend an Additional Allowance for sanitary towels for female students. • Commit to work with the PC, DHET and NSFAS to ensure that a new board is appointed and a smooth transition is realised. • Every solution for NSFAS must have timeframes and implementation plan.
