  1. Protocols and Supervision Requirements Medical Student Health Care Opportunities

  2. My organization isn’t involved in health fairs. Why am I here? • You were invited to this meeting if your group currently organizes (or is in the process of planning) an event where medical students come in contact with members of the community to provide health care.

  3. What counts as “health care” ? • Types of activities include • Health Promotion • Health Screening • Disease Prevention • Treatment, Acute • Treatment, Ongoing

  4. What do each of these opportunities look like? • Health Promotion • Health Screening • Disease Prevention • Treatment, Acute • Treatment, Ongoing

  5. Health Promotion • Examples: Demonstrations/ Lectures/ Handouts • Need faculty advisors to approve speakers, materials, etc. • Faculty advisor (or their designee) must attend these events and supervise students

  6. Health Screening • Examples: Blood pressure, BMI, vision, hearing, physical exams • Need proof of competency • Other Examples: POC testing • Need a CLIA license • Needs to be under the supervision of licensed faculty attending

  7. Disease Prevention • Examples: Vaccination, Mammograms, Dental Evaluations • Needs to be provided by entities that have their own mechanisms for collecting and securing patient information • Needs proper licenses and certifications to provide point of care services

  8. Treatment • Acute • OTC products, minor procedures, antibiotics • Ongoing • Chronic care medications, lab testing • Can only be completed under the supervision of an attending physician (must be UCLA faculty member)

  9. Why all the new rules? • The rules are not new • HIPAA • Privacy and Information Security • CLIA certification has been a federal requirement • The state of CA also requires facilities be registered or licensed by the state (in addition to the CLIA certificate)

  10. Why are the rules different for some organizations? • Pre-existing clinics vs. student initiated events • Level of faculty supervision

  11. We are just organizing a shadowing program, how does this apply to us? • Making sure that there is proper oversight • If student initiated, must be organized with faculty advisor • Recruiting physicians should not be a task for students alone • Need faculty to assure institutional memory and program longevity

  12. So, what are DGSOM medical students allowed to do? • Health care that they are trained to provide

  13. What outside providers can participate in our events? • Any entity that is approved by your faculty advisor and meets the following criteria: • Licensed provider • Ability to take on individuals as their own patients • Mechanism for securing medical records

  14. We understand that medical students are no longer able to use the medical equipment, can we lend them to other providers? • No, if the machines are not calibrated

  15. Other things to consider • Working with undergraduate organizations • These are university-wide policies • Disposal of biohazards/Sharps containers • Patient Information • What information is being collected? • Where is it stored? • Why?
