  1. SEACIL, the Artificial Reef • OBJECTIVE • Create a habitat for marine flora and fauna using recycled and reusable materials. • Assist in the restoration and the protection of the Eco system. The prototype SEACIL ready to be launched at the Poly Marina waters, West coast. • DESCRIPTION • SEACIL reflects the idea of the sea and the concept of sealant which is the pouring of a grout (cement mixed with beach sand) sealant into a bag frame to create an underwater structure. • By hydration, a concrete structure with an array of orifices is formed and serves as a marine habitat. • An underwater solar lighting and cathodic potential system is set up to attract and enhance marine life. Lowering SEACIL into its new home (the reef is moveable & materials are reusable). • RECOMMENDATION • Set up SEACILs along the West coast beach, around the Southern islands, and at Sentosa lagoons. Mixing cement with beach sand for pouring into the submerged bag frame (hardens by hydration).
