Introduction • Perfect Infotech’s CenCuSeR is a comprehensive electronic Library with almost all the content as to the Acts, Rules, Regulations, Notifications, Circulars, etc., in respect of Union Indirect Tax Laws - Customs, Central Excise, Service Tax, Foreign Trade Policy, etc.  First of its kind in India, the Library is made simple to use.  The topics are organized in a structured manner so that the user can navigate to any topic without much difficulty and in a single or two mouse clicks.   Entire Library is developed in such a manner that any user even without much knowledge of using computers can understand its working and usage in a few minutes span.

  13. Tool Used: CenCuSeR is created by using state of the art development tools. Programming Language  C#.Net DataBase MS Access The language used for CenCuSeR is C#.Net which uses .Net framework – a component provided by Microsoft that makes .Net based programs usable on hardware provided by any vendor. By using C#.Net we get latest of innovation in IT field by its leader Microsoft.

  14. Running Processes: During the first running of application, There are three buttons on this window : Demo, Startand Close.  This window comes up during starting process throughout the trial period.  To use the Library, press Demo button.  To generate Identification Code for Registration, press Start button.  Close button as usual closes the application. 

  15. Once Demo button is pressed, it takes as one instance of usage - no matter whether the Library is actually used or not.  If Close button is pressed, it doesn't count the number since the application is closed without opening up the Library. Once all the 20 uses are completed, Demo button disappears and the user cannot start the application.  He can only generate Identification Code by clicking on the Start button or close the application by clicking on the Close button. Once registered, the application runs for 1000 times.  To register the application, a small patch (exe file) has to be obtained from M/s. Perfect Infotech Pvt., Ltd.  The procedure for Registration detailed later.

  16. Understanding the Library: Any individual even without much knowledge about using the computers can understand working of this Electronic Library in a span of few minutes.  Its usage is made simple, easy and user-friendly.  The Main window contains mainly of two panes - one for Contents Tree and the other for display of text.  At the top, there are menu bar and tool bar which we discuss at the appropriate place later.  Left pane again contains two tabs - 'Contents' and 'Search'.  For now, it will suffice to know that the Contents tab is used to navigate to the topic directly and Search tab is used to do the Full Text search on the topics available in the Library.  Inside CenCuSer: • Main Window • Work Area • Display Window • Result Window • Tree View • Tool Bar • Menu Bar • Status Bar • Search   • Quick Search   

  17. Main Window: The main window is divided into two panes - left pane consists of contents and the right pane displays the topic selected.  In the Contents pane, entire content is organized in tree-view and any topic is easily accessible.

  18. Work Area: This is your main work-area of the CenCuSeR. At the top you will find Menu bar and Toolbar containing buttons to various common functions. Below these buttons, the screen is divided in two sections : +Result Window (Left-hand side)+Display Window (Right-hand side) By clicking any entry listed in the Result Window, the relevant document gets activated in the Display Window.

  19. Display Window: Right hand part of screen is Display Area. It is the main portion of screen from where you read the desired information. All files and links that you open can be seen here.

  20. Result Window: As soon as the results are retrieved, a list of results appears in the Result Window (left panel) as given along side.

  21. Tree View: In the Contents pane, entire content is organized in tree-view and any topic is easily accessible. If the user intends to go to a specific topic directly, the Tree of Contents on the left can be used for the purpose.

  23. Tool Bar: Home: Brings you to the Home (Start) page. Back: Back button is there so that you can again view the pages viewed earlier. Forward: Forward button is there so that you can move forward after once going back. Stop:This button stop the currently running file. Refresh: This button refresh the currently running Page. Search: Search feature is explained in detail in special last section Search. Print: This button prints currently opened file. Help: Brings you to the Help page. . Exit: When you want to leave the package, press this button. Back to Menu: This button used for back to the Tree View items. Expends: This button Expands Tree View items. Collapse: This button Close the Tree View items. Panels: Shows and Hides the Result windows on the Left Side of the screen .

  24. Menu Bar: All the options available on the Tree View are also available in the Menu. Once the top level menu item is selected as above, sub menu item can be used for opening the files.  Status Bar: Status Bar is located at the bottom of CenCuSeR Main Window.

  25. Search: An advanced search feature has been put in CenCuSeR to facilitate you in finding the required information easily & quickly. To Search for any field or subfield, Click on the toolbar, then the following dialog box will appear on the screen. Subject Wise: Choose the relevant title from the title index. After choosing the subject, choose the relevant topic from the topics. Then click Search Button. The Results Will be shown on the right side of the screen.

  26. Number Wise: After you click on the Number Search criteria, the following window appears on the screen :Here you can select field and then sub fields to search in. Then Type Year and number of instrument to be searched.

  27. Citation Wise: After you click on the Citation Search criteria following window appears on the screen . Here you can search case laws on the basis of Year wise of any publication like ELT/RLT/ECC/ECR/STR. 1. Select publication from “Search In” Combo Box. 2. Type year in four digit in “Year Box”.

  28. Party wise: After you click on the Party Search Criterion, the following window appears on the screen. You can select a party   and search   cases in which it has appeared in three ways, Viz. Appellant- if you want this party as appellant only, Respondent –if you want this party as respondent only or Both- if you want this party either as appellant or as respondent.

  29. Court wise: After you click on the Court Search criterion following window appears on the screen . Here you can select Court and then sub Court to search in. Then Type Year of instrument to be searched.

  30. Judge Wise: After you click on the Judge Search criteria following window appears on the screen.. Select names of the judges to search case laws decided by them. 1. Select Judge name from the “Search Index”. 2. Or type the name of the Judge in the “Typing Area”. 3. Click on Add button. 4. Then click on search button.

  31. Date Wise: After clicking the Date Search Criteria, the following window appears on the screen Here you can select field and then sub fields to search in. Then Type Date of instrument to be searched.

  32. Quick Search : Quick search can be used to open the particular page directly on the display area. For central Excise, Customs and Service Tax : fill all the required fields then click on GO button to open the particular page. For Case Law : fill all the required fields then click on GO button to open the particular page.
