A CPD STRATEGY FOR TECHNICAL STAFF The Dearing Committee (1997) National Committee of Enquiry into HE “The current employment framework and the rather under-developed staffing policies of many institutions are barriers to effective practice” The Bett Report (1999) Independent Report into HE Pay and Conditions “Our central recommendation is for creation of a new National Council for negotiation and consultation between the sector’s employers and staff representatives on a national framework”

  4. 2003 FRAMEWORK AGREEMENT FOR THE MODERNISATION OF PAY STRUCTURES AIMS • Modernise pay arrangements • Ensure equal pay for work of equal value • Tackle the issue of low pay • Improve recruitment and retention • Reward individual contribution • Underpin opportunities for career development

FRAMEWORK AGREEMENT 1 Provide for salary and career progression to attract, retain and motivate staff, rewarding appropriately their knowledge, experience and contribution Progression Criteria It is equally important that reward strategies encourage ALL staff to gain further skills, experience and relevant professional and vocational qualifications through training and other opportunities for personal development Staff Development & Review  Institutions WILL operate regular development reviews of ALL staff with a view to facilitating both the improvement of performance to meet institutional objectives and career development for individuals and will offer suitable development opportunities in light of these.  HE Institutions will make available suitable training and development opportunities for ALL staff, irrespective of their present grades or career pathways

BARRIERS TO TECHNICAL STAFF CPD • TIME (40 hours) • MONEY • OTHERS • Lack of study skills • Availability of the right course at the right time • No link between training/attainment and level/grade = PAY ! • Lack of support • Lack of clarity on responsibility: Individual v supervisor v department v SDC • Lack of planning • FEAR !

The HEATED Project Higher Education and Technician Education and Development • Sponsored by the Leadership Foundation • National Survey of University technicians training and development using BOS • Project Manager – Matt Levi, University of Exeter AIMS • A business case for the professional development of HE technical staff • The possible creation of a professional body • Investigate funding/income streams for training development and skills infrastructure • Expand and promote CPD and career programmes • Identify common training and development needs to enhance contribution to excellence in teaching, learning and research

OPTIONS LEVEL 4 • Portable Appliance Testing (PAT) http://www.le.ac.uk/staffdev/cd/#healthsafety • Aims to provide participants with legal and technical knowledge to enable them to test portable electrical appliances. • Participants will be able to comply with the Electricity at Work regulations 1989 and a certificate of competence will enable you to carry out testing.

  33. Level 5 • Same as level 4 above but MS Office at intermediate levels. Depending on the technician role a proficient user of specialist software. E.g. ORCAD, AUTOCAD etc. A knowledge of basic operating systems and basic hardware - installation and set up. Basic networking. • a. Intermediate courses on Word, Excel, Access. • b. PowerPoint Basics. • c. Web Wise. • d. Adobe Photoshop. • e. SAP Refreshers.

  34. Level 6 • Same as level 5 above but with advanced knowledge and expertise of MS Office. Depending on the technician role specialist expertise and skills for specific software packages. Expertise in use and set up of PC’s and other hardware, and networking facilities. • a. Advanced courses on Word, Excel and Access. • b. PowerPoint – Basics • c. Introduction to Dreamweaver. • d. SAP: Cost Centre & SIO Reporting.
