Londonwide LMCs A Local Medical Committee (LMC) is the statutory professional organisation elected by GPs to represent all NHS GPs and practice teams on issues of local interest to general practice. Provided for in the consolidated NHS Act 2006. Londonwide LMCs provides secretariat support to 26 individual LMCs across London, in addition to GP support, communications and training events. It is not a trade union.

    9. Observations It is a mixed picture. Some are GP led others are PCT led. There will be some early implementers. Many are considering joint working arrangements with other consortia. PCTs are ‘merging’ at the same time as they are acting as drivers and facilitators for these nascent organisations. This is a risk.

    10. GP Concerns 1 Many aspects of commissioning unknown eg. the failure regime, sale of goodwill and management allowance. The impact on patient care – fragmentation, less continuity and practice boundaries. Vertical integration with hospital trust. Failure would bring private sector into commissioning.

    11. GP Concerns 2 When the consortia start they will have to take into account: CQC registration that will include premises, safety legislation and delivery of services. The contract with Nat. Comm. Board will include the duties of quality and a balanced budget. A new GP Contract. National standards/accreditation for commissioners.

    12. Role of LwLMC Regular updates to the GP community. Facilitating the selection / election process of GP commissioners. Representation on transitional boards. Lockhart’s model governance agreement for GP Consortia when more detail is published. Londonwide GP Commissioning Council.
