Expenditures in IT infrastructure, architecture, and grants management are not centralized (each mode is appropriated funds individually); the COE is funded through WCF.
The IT infrastructure expenditures reflect the DOT $$ spent on the DOT HQ infrastructure, modal field offices, the various FAA networks, wireless services, IT security and logical access control, etc.
The IT architecture and planning expenditures reflect the DOT $$ spent on governance, EA services, CPIC tools, etc. by the various modal administrations.
The grants management expenditures represent the $$ spent on the various DOT modal grants management systems.
