  2. e-procurement up to date… • Nowadays using e-procurement system for Contracting Authorites and Economic Operators in Albania is not a challengeanymore it israther a normal way of conducting procurement procedures ; • On the other hand, e-procurement system remains a challenge for Public Procurement Agency, in the view of continuous improvement.

  3. E-procurement system beginning • Two years of beginning experience (2007 and 2008)as a learning phase; • Electronic procurement system started in 2007. The first contracting authority operating in the electronic procurement system was the Power Corporation. The first procedure was "KESH Tender for Purchasing of Electrical Energy for the period of November 2007 - December 2008”. The type of procedure was open international. • In 2008 all the tender documents were made public through the electronic procurement system. • From 2009  everything is done electronically.

E-procurement system-improvements • Two years of past experience (2007 and 2008)as a learning phase; • Two main issues coming out from the aplication of e-procurement system in Albania: • the need for decentralisation of the role of administrator of the eps for each Contracting Authority; and • the urgent need for the electronic archive.

E-procurement system-improvements e-procurement up to date… • Both issues are fixed: - Every Contracting Authority, has its own account for the administration of the system for its own procurement procedures; - Through this account they may create roles for Procurement Unit’ officers, for the members of the Commission for the Evaluation of the Offers, for auditing officers etc. - This functionality of the eps has saved time and facilitated the work of the Contracting Authorities.

E-procurement system-improvements • By the end of the 2011 the electronic archive was functioning in the system. • Creation of this electronic archive makes the operation on the eps easier; • there aren’t many data in the working server ( was realised the division of the operational database from the archive database); • The transfer of the data from the operational database to the archive one is done in real time and the archive database in on line as the operational database. • it helps a lot the auditors whom can audite the old procedures which are electronically archived; • Still needs improvements…

  7. E-procurement system-improvements • Along with technical improvements of the EPS, PPA has issued several instructions on how procurement officers should operate in the EPS platform when conducting or auditing a procurement procedure.

  8. Facts and figures In 2011, 347 new suppliers were registered with the electronic procurement system, of which 119 were foreign suppliers as shown graphically below:

Facts and figures Among the foreign suppliers registered in 2011, the majority of them come from European countries such as: Italy, Greece, England, Austria, Kosovo, France, Germany, Spain, etc. Graphically, this distribution is reflected as follows: Currently, the total number of foreign and local suppliers registered in the electronic procurement system is 109,369.

The future The future • In the focus of Albanian Government and Public Procurement Agency for the year 2012 shall be some further improvement to the EPS as: - Implementation of concessionary procedures until the opening phase in the system. Procurement system is now tested and is based on the law. - Also, the development of small acquisitions in the electronic procurement system is being implemented.

  20. The future The future • In the focus of Albanian Government and Public Procurement Agency for the year 2013 shall be some further improvement to the EPS as: - Implementation of the Framework Agreement modules in the system; - Designing of the e-auction on the EPS;

The future The future • Performing electronically the first phase of the concessions and auctions procedures (in the meaning of selling from the Contracting Authorities). • This means on-line publication of documents of concessions and public auction procedures and the electronic submission of offers. The evaluation of the offers will continue on paper base. • This rule will increase the transparency and will lower the applying cost of economic operators.

  22. Agreement between Public Procurement Agency and World Bank The future • As an indicator of the success of the e-procurement system in Albania, might be considered the Agreement between Public Procurement Agency and World Bank, according to which, the procurement procedures performed according to the World Bank rules, will be conducted through the e-procurement system as well.
