Telecommunications Acts Legislation was passed in March 1998 to separate postal activities from telecommunications and further to create a private company Djibouti Telecom, established in 1999. The Act also caters for the formation of a regulatory body to take over from the dismantled post and telecommunications authority. Djibouti Telecom provides basic local telecommunications services and served as the sector regulator before and up to 2007. In 2004, legislation has been implemented for the creation of an Telecommunication and Post regulator but not in place. The incumbent ministry now acts as the regulator subject to further legislation being developed to implement an independent regulator.
