  2. What is the HCP? • Management of anadromous salmonids and steelhead • Performance-based agreements • No Net Impact (NNI) to Plan Species

  3. Why HCP? • ESA (Endangered Species Act) protection • Manages our risk (financial and political) • Maximize effectiveness and minimize operational impacts • Ensures 50 years of protection for hydroelectric impacts to salmon and steelhead

  4. HCP Partners • Signed in 2002 by: • Chelan County PUD • National Marine Fisheries Service • U.S. Fish and Wildlife Service • Washington Department of Fish and Wildlife • Colville Confederated Tribes • Yakama Nation (April 2004)

  10. Conclusion: • The previous venue for direction and guidance was broke. • The HCP fixed it! • Our hatchery program is complex and in some degrees convoluted. • Our ability to navigate through the jungle of issues is made easier with the structure of the HCP.
