3. Definition of Humanitarian assistanceد بشری مرستو تعریف او څرګندونه: • د بشری مرستو اساسات یعنی د بشری مرستو لاس ته راوړل او د هغوی بیا ورکول. او دا د نړیوالی ټولنی هغه اړتیا څرګندوی چی وایی « در بشری مرستو برابرول په هر هغه ځای کې چی اړتیا ورته موجوده وی.» • د بشری کړنو اهداف له ژوندانه د ژغورنی، د مصیبتونو د کمونی او بشری ارزښت ساتل د انسانی بحران پر محال او د بحران ځخه وروسته سره لدی د طبیعی مصیبتونو څخه مخنیوی او د دغه شان پيښو پر وړاندی د مخنیوی آمادګی نیولو څخه عبارت دی. • The Humanitarian Imperative is the right to receive and to give humanitarian assistance. It states the obligation of the international community “to provide humanitarian assistance wherever it is needed.” • The objectives of humanitarian action are to save lives, alleviate suffering and maintain human dignity during and in the aftermath of man-made crises and natural disasters, as well as to prevent and strengthen preparedness for the occurrence of such situations.

4. Humanitarian action should be guided by the humanitarian principles of humanity, meaning the centrality of saving human lives and alleviating suffering wherever it is found; impartiality, meaning the implementation of actions solely on the basis of need, without discrimination between or within affected populations; neutrality, meaning that humanitarian action must not favour any side in an armed conflict or other dispute where such action is carried out; and independence, meaning the autonomy of humanitarian objectives from the political, economic, military or other objectives that any actor may hold with regard to areas where humanitarian action is being implemented. 6. The term “humanitarian reform” refers too a number of inter-connected initiatives launched primarily by the donors, the UN and the IASC. IASC decision 2005 The pillars of the reform define today's humanitarian architecture bringing together the 3 humanitarian families. 11. The cluster objectiveد چترونو اهداف • Gather together humanitarian partners working in the same sector.
