  2. ARRA 2009 - Overview • Principles • Spend funds quickly to save and create jobs • Improve student achievement through school improvement and reforms • Ensure transparency, reporting, and accountability • Invest one-time ARRA funds thoughtfully to minimize funding cliff

IDEA Part B ARRA Funding • ARRA funds are a supplemental appropriation to IDEA Part B Grants that will be distributed to states on July 1, 2009 (state fiscal year 2010) • Must be used consistently with current IDEA allowable uses of funds • Must use funds for excess costs of providing special education and related services

IDEA Part B ARRA Awards • 50% award to Arizona on April 1, 2009 • ARRA funds awarded based on IDEA eligibility determinations made in current year • Remaining 50% will be awarded on September 30, 2009 • ARRA must be expended or obligated by September 30, 2011 • Costs are allowable beginning February 17, 2009, the effective date of the act

Possible Uses of IDEA funds • Obtain state-of-the-art assistive technology devices • Provide intensive district-wide professional development • Develop or expand capacity to collect and use data to improve teaching and learning • Expand availability and range of inclusive placement options for preschoolers with disabilities • Hire transition coordinators

IDEA Part B Fiscal Issues • MOE requirements and optional 50% reduction • IDEA amount over and above prior year allocation • PEAs will need to track the use of these funds • Up to 15% for CEIS (optional) • Applies to combined ARRA and IDEA Basic • Proportionate share for parentally placed private school students • Applies to combined ARRA and IDEA Basic

  7. Tracking and Accountability • States and PEAs are required to track and account for the ARRA IDEA Part B funds separately from regular IDEA Part B grant awards • The second half of the ARRA award will be made by September 30, 2009 upon approval of the State’s recordkeeping and reporting submission

  8. Reporting Requirements • At a minimum grantees should anticipate detailed reporting of the following: • total amounts for ARRA funds received and expended or obligated; • name, description, and evaluation of the project or activity’s completion status; and • estimate of the number of jobs that were saved or created with the ARRA funds.

  9. Reporting Requirements • Quarterly reports are required • Interest earned, if any, must be returned quarterly • Reporting requirements are still under public comment until May 1, 2009 • OSEP will be providing further guidance on reporting requirements

  10. Accountability Principles • ARRA dollars must be spent with unprecedented levels of transparency and accountability
