  2. Built in 1959 by Camberwell Borough Council. One of a number of buildings of similar design and construction. Now owned and managed by the London Borough of Southwark Home to over 84 families. The Lakanal House Fire

  3. 1619 hrs on 3 July 2009: LFB received multiple calls to fire in a 9th floor flat @ Lakanal, Havil Street, Camberwell 18 pumps, 9 fire rescue units, 4 command units, 2 aerial appliances and over 100 firefighters attended Over 30 rescues carried out by LFB fire crews. 6 fire fatalities The Fire

  4. Crews met with a developing fire on the 9th floor Residents visible on upper balconies Crews entered the building and prepared for an internal fire attack Started carrying out multiple rescues of residents Upon Arrival

  5. High rise procedure implemented Multiple calls and information received by Brigade Control staff providing fire survival advice to a number of residents. Brigade hampered by lift not working and smoke logging in stairwells. Initial Attack

  8. A number of two- storey “scissor type” maisonettes accessed on alternate floors Each comprises a ground floor entrance hall, bathroom/toilet and two bedrooms Stairway from the hall leads to an upper floor with kitchen/dining area and lounge The Building

  11. Fire spread to 5th and 7th floor maisonettes and up to the 9th, 10th and along the 11th floors. Complication of smoke in the single staircase led to entry control point relocated on ground floor. Crews re-established bridgehead on 3rd floor after returning to ground floor. Dynamic Operations

  12. Media Interest • Highly visible fire during evening rushhour. • Live local, national and international media coverage within the hour • Lots of “eye witness” interviews and video footage being broadcast • Sky Helicopter required to be in the air within 2.5 minutes

  13. Ongoing Police-led investigations on behalf of the Coroner LFB Fire Investigators continuing to investigate aspects of the fire development Fire safety regulatory inspectors investigating all other elements of building history compliance. Ongoing Fire Safety Involvement

Regulatory Fire Safety Issues • LFB are the enforcing authority for Greater London • Ensure Responsible Persons comply with the RRO and carry out fire risk assessments • Play an important role in educating and informing Responsible Persons and the public about fire safety Regulatory Reform (Fire Safety)Order 2005

  15. Priority to identify other tower blocks of similar construction and blocks with fire safety compliance issues Attention focused on LFB role in ensuring compliance and use of enforcement action Important to educate and support landlords, and not do the work for them Compliance

Ongoing Fire Safety Implications • Working with UKTFA to identify better management of site safety and security • Identification and registration of every TF construction site in London. • Multi agency Operational pre plans developed for all sites including evacuation of neighbouring residents.
