  2. ICANN ccNSO Working Group • Working Group created July 2009 • 32 members • To investigate if a PDP is required for ccTLD: • Delegations • Redelegations • Retirements • Not to develop policies • Meeting frequently, often weekly

  3. ICANN ccNSO Working Group • Probably the most critical ccNSO decision Noting: • Governments can no longer be un-interested in ccTLD operations • Assertion of Sovereign Rights • Please pay attention to reporting at Cartegena! • And make submissions!!!

  4. Research Phase • Reviewed existing “policies”: • RFC1591 (and earlier RFC’s) • ICP-1 • GAC Principles of 2000 and 2005 • Measured no significant differences between these policies • Reviewed all ICANN Board decisions on: • Delegations • Redelegations • Retirements

  5. Analysis Phase • Categorised all Board decisions as either: • Possibly Interesting • Interesting • Significantly Interesting • Around 800 pages of research results

  6. Research Report • 119 page “Potential Issues” report presented at ICANN Brussels • Highlights “significantly interesting” decisions made by interpretations of the underlying policies, or by decisions outside the policy framework for e.g. • Delegation of .eu • Retirement of .yu • “Un-delegation” of .um • Appointment of “caretaker” ccTLD Manager

  7. Current Tasks • Drafting final report for ICANN Cartegena: • Retirement section complete – recommending PDP • Delegation section complete – multi-choice • Redelegation section drafted in 2 parts: • Uncontested Redelegations • Contested Redelegations

  8. Current Issues • Does the ICANN Board have appropriate mandate? • What else would be appropriate? • What appeal mechanisms should exist? • What alternatives to a ccNSO PDP?
