  5. Illinois’ Mission • Committed to being “…broad and deep…” • Illinois Strategic Plan, 2013 - 2016 • Recently reaffirmed by Deans… • Illinois is a Comprehensive University • Committed to Educating “T-Shaped” Individuals • Students are trending toward STEM w/10% growth in undergrads and 6% growth in grads from 2006 – 2015 • Grants and ICR dollars are going up in STEM

  6. Our Present Fiscal Context • Pre-2016 CDC: • Almost all new dollars that we received were from student fee • “We are in a non-additive environment…” • “Don’t add unless you have a plan to manage reductions…” • 2016 Collections Forum: • FY17 Budget • “Have a plan for a flat allocation.” • Provided multi-year projections of inflation impact • Absorbed $450,000 in operating costs to help avoid further reductions • Provided stats and tools • Encouraged hard scrutiny of A&I Services…. • 2017 – CDC: • Began discussions of 2008 White Paper in light of Strategic Framework

  7. Library Strategic Framework • Strengthen Campus Infrastructure to Support Scholarship and Innovation • …Integrated and Coherent User Experience Focused on Retrieval and Us • Maximize the Impact… • …Strengthen the Research Library Ecosystem

  8. The question to answer? • How do we determine if what we provide is adequate to meet needs? • Are they adequate in breadth? • Are they adequate in depth? • How do we do that when there is a diminishing pie? • Library’s % of campus budget is down 50%

  9. "There are three kinds of lies: lies, damned lies, and statistics." (or, more about library and collections funding)(or, stuff from ARL, DMI, and our own data on the Tableau Server)

  10. ARL Data

  11. Campus Funding Relative to Library Materials (FY15) *Less than 100% to account for removal of “University Library” as a college from the aggregate data.

  12. Materials Allocation by Fund

  13. Materials Allocation by Fund and Division

  14. Materials Allocation by Division

  15. Budget Allocation by Fund Type

  16. Library Materials BudgetFY08-FY17

  17. Library Materials Budget FY08-FY17

  18. Inflation by Fund and Division FY08 – FY17

  19. New Money for Inflation and Devaluation FY08 – FY17

  20. What is our story? • While all of this data is important, I posit that: • the narrative that we tell needs to be about the Library’s requirements to serve the university • a narrow focus is counterproductive and weakens the case for resources to support a “broad and deep” mission

  21. Serving our Campus….

  22. In the short term… • There is no one-shot solution…. • Do we think that we can buy our way out of this? • Do we keep or kill the big deals? • Do we double down on OA…? • Do we invest more in publishing? • We have not implemented wholesale solutions in the past, but…. • Do we kill most A&I Services wholesale? • Do we kill all one-time purchases to buy a year? Two? And, to what end?

  23. In the long term… • Our Strategic Framework emphasizes “providing access” • We want to realizing “the library of everything…” (Kosokoff) • Interoperate for seamless discovery and fulfillment • Build and retain diverse collections at scale • Share generously

  24. Building the Library of Everything Not about owning everything…. • Transparent Holdings, Commitments & Availability • Aligned Circulation Policies • Commitments to Retain • Rapid Resource Sharing • Specialized Local Collections • Coordinated Completeness

  25. If you were writing a new white paper, what would be in it?
