  3. General philosophy of standardisation process • A standard in itself is nothing. In order to become effective it needs to be established, communicated, implemented, maintained and supported. Education and guidance how to deal with a standard should be available. When appropiate, correct usage of a standard has to be monitored and sanctioned. The scope of adoption of standard • consensus on common rules and common understanding of standard expressed by participants of the earliest stages and other users , usually they are members of Working Groups. It is important in this stage to: recognize coherence of standard with other strategic issues, evaluate of quality criterias ex-ante, determine responsibility and authority before final adoption. Is it better to split development of standard in more detailed stages? • Where motivation activity connected with further improvement of standards should be put? • Should archiving of standard be presented separately? Conclusions •  Statistical standards should cover complex standardisation process starting from design of standard and ending on evaluation of standard and archiving of standard in the case when standard is not further applied.
