Options for Capacity Development • SEPARATE CORRIDOR FOR FREIGHT OPERATIONS • MAKE THE PRESENT TRACK FIT FOR HEAVY HAUL (25 TONNE AXLE LOAD & HIGHER) AND HIGH SPEED OPERATION • MODERNISE IDENTIFIED ROUTE FOR 100 KMPH FREIGHT OPERATION. • MAKE TRACK ON IRON ORE ROUTE FIT FOR HIGHER AXLE LOAD. • ROLLING STOCK OF NEW TECHNOLOGY CAPABLE OF HIGH SPEED AND HIGH AXLE LOAD TO BE PROCURED. • MAINTENANCE SYSTEM AND FACILITIES TO BE IMPROVED .

Objectives Of The Project • Increase rail share in freight market • Create additional rail infrastructure to cater to high levels of transport demand • IT packaging of Freight Services OBJECTIVES • Reduce unit cost of transportation resulting in market competitive rail tariff for customer • Create rail connectivity to bulk customers not using rail network through PPP model • Provide seamless end to end solution to the customers • Segregate freight infrastructure for focused approach on both passenger and freight business of Railways

  18. Current Status on Land Acquisition • Land Acquisition is being done as per Railway Amendment Act, 2008. Compensation is guided by the Principles enshrined in National Rehabilitation and Re-settlement Policy (NRRP), 2007 • Land Acquisition is required for 10840 hectares • So far, 5004 hectares acquired i.e. 50% of the total requirement • Entire DFC land acquisition is likely to be completed by June 2012

Current Status on Eastern Corridor With World Bank Funding • Phase –I Appraisal of Kanpur – Khurja about 350 Kms. completed and loan approved by World Bank on 31/05/2011 Work likely to start by April 2012. • Phase – II Khurja – Ludhiana and Kanpur - Mughalsarai appraisal by March 2012. Work likely to start by March 2013 With Railway Funding • Work in progress on 122 Kms. Sonnagar – Mughalsarai • Commissioning Target – December 2014

With Funding from JICA • Construction of 54 bridges started in Jan’ 2009 between ST & BSR with Railway Equity • Phase-I (RE-BRC) loan agreement signed on 31.3.2010 • General Consultant appointed for Phase-I on 12.05.2010 • Engineering Services loan for Phase-II (Dadri-RE & BRC-JNPT) signed on 31.3.2010 • 80% of construction cost to be funded by Japan • 9000 HP locos also to be imported under JICA Loan.

Uniqueness of the project • The project passes through 9 states and 60 districts covering 3,300 Kms. • It passes through 2500 villages and has over 85000 Projected Affected Persons • The relief and rehabilitation provides for new measures such as solatium, special benefits for marginal and small farmers etc. as per NRRP-2007

Uniqueness of the project Contd…. • Construction through lumpsum Design & Build contracts having EPC contracting features tailored to Railway needs. • Document preparation for contracting being done through internationally reputed General Consultants. • Contract management through Project Management Consultants. • International bidding of contracts of high networth eligibility criteria • Contracts of very high value of the range of 4000-5000 crores.

  23. Timelines for DFC Construction • Eastern Corridor • Commissioning of Eastern Coridor31stDecember 2016 • Western Corridor • Phase – I Commissioning of Rewari – Vadodara 31st December 2016 • Full Commissioning of J.N. Port - Dadri 31st March 2017

  24. FUTURE 4 CORRIDORS • East – West Corridor (Kolkata–Mumbai) : 2000 Kms. • North-South Corridor (Delhi-Chennai) : 2173 Kms. • East Coast Corridor (Kharagpur-Vijayawada) : 1100 Kms. • Southern Corridor (Chennai-Goa) : 890 Kms. The study has been assigned to RITES which will take about 2 years.

  25. Setting up of Logistics Park on DFC • RITES report suggested seven logistic parks. • Western Corridor - Rewari, Ahmedabad, Vapi, Navi Mumbai • Eastern Corridor - Kanpur, Ludhiana & Durgapur • The logistics park operation will be done through PPP model. • Logistics Park to be multimodal operating on hub and spoke principle leveraging higher speeds & long leads achievable on DFCC.

Delhi – Mumbai Industrial Corridor (DMIC) – An Added Feature • Focus is on ensuring high impact developments within 150 km distance on either side of alignment of DFC • Area under Project Influence is 14% and population is 17% of the Country • Total Population in the Project Influence Area : 178Mn • Total Workers in the Project Influence Area: 70.56Mn As per Census-2001 Haryana Dadri Haryana Uttar Pradesh Rajasthan Gujarat Madhya Pradesh Maharashtra J.N.Port DFC Alignment End Terminal
