Proposal: New Innovative Program Model • Statewide systems approach for collaborative provision of services • Serves Transition Youth beginning at age 14 • Alignment of Individualized Education Plan (IEP) and Individualized Plan for Employment (IPE) • Team approach in delivery of comprehensive vocational rehabilitation services • Allows participating school districts to tailor its program to its area needs

  3. Program Eligibility • RSC eligible transition age youth • Student has IEP supports through the education system • Student participation is voluntary

New and Innovative DesignNew Pattern of Service Dedicated Staff: • Transition Specialist Coordinator (LEA) • Transition/Intervention Specialist (LEA) • Vocational Rehabilitation Counselor (RSC) Realigning/redefining existing staff or hiring a new staff position Service Delivery: Students age 14 to 25, until employment goal is obtained

  7. The Benefit of Matching Funds Every $1 RSC receives in state or local funding generates approximately $3.69 in federal money for Vocational Rehabilitation Services to people with significant disabilities

  14. Mission Statement To Educate To Train To Support Students With Disabilities and To Reach Their Fullest Potential

Goals • Outline steps that can be put in place to increase employment of students with disabilities • Improve services to young people with disabilities that can lead to better employment outcomes after graduation. • Help young people with disabilities transition successfully from school to higher education and competitive, integrated employment that can lead to quality careers and economic security. • Help individuals with disability to envision owning their own business. • Create a model to provide individuals with disabilities to seek and train for jobs where they can earn income to live in the community, work and earn to their full potential and remain employed. • Teach asset development for people with disabilities so that they can become more economically secure and join the middle class.

  16. Senate Bill 316The “Driving” Force The SB 316 mandate requires transition services to be provided for students with disabilities at age 14.

  17. Possible Framework 1. Attend and graduate from a 4-year university/college 2. Attend a 2-year school 3. Join the military 4. Secure and succeed in employment (expand job opportunities for our students with disabilities ages 14 to 25) 5. In-school employment: Greenhouse, school store 6. Being able to partner with our students up to age 25, increases the likelihood of them being successful in the future.

  18. Step #--1 • GCSD will conduct a preliminary overview all IEP students Criteria: Program Participants must be current RSC consumers

  19. Step #--2 Comprehensive Assessment/Vocational Guidance and Counseling A.) Identify the consumer’s vocational goaland the VR services needed to reach this goal. B.) Once a consumer has been assigned to a VR Counselor or VR Coordinator, they will work together to agree on an employment goal that fits the consumer’s needs. C.) Start the process of developing the consumer’s Individualized Plan for Employment (IPE).

  20. Services • The VR Counselor or VR Coordinator will continue to work with the consumer to ensure that the VR services met the consumer’s needs and that they are progressing toward their employment goal.
