Background • The picture in 2006 • Key Drivers for Change and Development • Aiming High for Disabled Children: launched in May 2007, aimed to improve provision across the board for disabled children and their families, enhancing equality and opportunity for them • Short Breaks for parents/Carers Disabled Children 2011 in order to meet the requirements of the regulations , councils must have regard to the needs of carers in respect of their capacity to care for their disabled child and must provide a range of services designed to meet this need

  5. Background Cont .. Councils must, so far as is reasonably practicable, provide a range of services sufficient to meet the needs of carers to care or to care more effectively, including: Day-time care in the child’s own home and elsewhere; Overnight care in the child’s own home and elsewhere; Educational or leisure activities for disabled children outside of their own homes; Services in the evenings, at the weekends and during school holidays.

CURRENT POSITION UNIVERSAL SERVICES • For those children/young people who are able to access services without additional support there are the following options. • Nurseries, Childminders (for younger children) • Out of School Clubs • Youth Services COMMISSIONED SERVICES • Group based short break activities

  8. INDIVIDUALISED SHORT BREAKS: • For those children for whom group based activities do not work their. Their short breaks can be specifically tailored to meet their needs and the children/young people can access activities that are more appropriate to their needs and of their own choosing. Currently there are 40 children who are utilising their short break allocation in this way.

  9. Short Breaks in the Home: Again for those children for whom group based activities do not work and could also be for those children and young people with more complex needs where their short breaks take place in the home, enabling parent/carers to perhaps go out for their break. We have 16 children who are in receipt of this service at this time. • Overnight Short Breaks:For those children/young people who are assessed as needing overnights. These can take place in the child’s own home or: • Butterflies Fostering Short Break Scheme: with a foster carer who is specifically trained to cater for the needs of disabled children. • Cygnets: Short Break children’s home with staff dedicated to meeting the needs of disabled children.

Homecare Support (Domiciliary Care) Supporting parent/carers with the physical care needs of their child/young person. • Direct Payments: A Direct payment is a sum of money to pay for services as an alternative to those provided by the local authority. In North Lincolnshire there are currently 42 parents who choose to commission their own services through their direct payment.

  11. Statistical Information: • Up to 1 in 10 children in the UK are said to be disabled. However, the national and the local picture of disabled children is changing: • There are approximately 2000 disabled children, age 0 - 18 within North Lincolnshire. • 410 of these children are currently registered for short breaks. • From 1st April 2013, there has been an increase of 50 children registered for short breaks.

Feedback from Children/Young people: • “I like this activity because I get to do lots of things, Another reason I like to come is to see the workers” • “I like to play pool and I enjoy cutting, gluing and colouring” • “I like playing with the lego and my sisters don’t annoy me”! • “I have made loads of friends, I like to sing and dance with my friends and I like going on the Wii and computer”.

Parent/Carers View: • “My son is now more active and responds very well in college, attendance is high and he has settled in well with new friends”. • “She is safe and well looked after, we get a welcome break”. • “Gives me chance to spend time with sibling who sometimes misses out as family are always trying to meet my disabled daughter’s needs”. • “My son has high functioning autism and due to previous planned disastrous activities I was nervous about sending him to these activities. After the first session my son was totally at ease, the worker had good skills and had an obvious ability to bring the best out in children”.

Commissioning, Procuring and Contracting Services for Children and Young People • As a Local Authority we are obligated to comply with procurement regulations and legal requirements • This is a formal approach to procuring services from the market place (prior to re-tendering services in early 2014) • Continue to develop working relationships with providers to achieve positive outcomes for Children & Young People
