Key messages to policy makers as well as programme owners Internationalization of clusters should be supported Cluster programme owners and managers should set up key performance indicators and monitoring sytems to improve the impact New financing models are needed in order to secure a sustainable financing of cluster organizations Technical support facilities for managers should be supported Cluster policies should attach importance to cluster management excellence

Cluster policy • Make it an integral part of innovation strategy • In national or regional innovation and development strategies • In the national structural report to the European Union • Make it an important part of infrastructure for enterprises in national or regional innovations systems • Improve the governance of cluster programmes • Cluster programme owners should set up key performance indicators and monitoring sytems to improve the impact • Exchange of practices on evaluation and impact assessment • Impact studies and guidelines for evaluation should be improved and shared • Room for improvement of coordination of cluster programmes with other innovation policy instruments

Internalisation • Programmes and clusters have an important regional dimension, but more international collaboration can increase impact • Cluster initiatives should identify need-based support measures • Experience of good practice • EU, NCM, OECD, NICe, EUREKA, EIT could support cross-border collaboration • Different industry sectors need different support • Programme owners could support internationalization with instruments and support mechamism • European Commission should support the internationalization of cluster programmes and cluster organizations in FP8 • Smaller clusters should not be restricted from funding by rules and regulations • Coordination of EU funded projects with various cluster types should be allowed

Cluster management excellence • There shoud be more emphasis on cluster development and cluster management excellence • Cluster managers are key decisive factor for the impact of a cluster • Indicators should be used to improve cluster management excellence • Voluntary benchmarking and mutual learning • Quality label system for cluster management excellence in collaboration with the European Commission • More active role for programme owners in developing clusters • Support systems for managers with services such as education, benchmarking, competence building and exchange of best practice should have high priority • The impact of a cluster should be enhanced • Increased activities and more services directed towards enterprises • Increased ability to facilitate B2B and B2R collaboration • Increased ability to facilitate international collaboration
