Willowbrook State School was a state-supported institution for children with intellectual disabilities located in the Willowbrook neighborhood of Staten Island in New York City from the 1930s until 1987. • The school was designed for 4,000, but by 1965 it had a population of 6,000. At the time it was the biggest state-run institution for the mentally handicapped in the United States.[

History of societal attitudes towards people with developmental disabilities • 18th –Early 19th Century • Enlightenment movement in USA and Europe -All people are capable of reasoning and that our sameness as people is more important than our differences -State schools opened to prepare individuals for employment and independence -Schools for the deaf and blind are established -Outside jobs and other opportunities are developed

History of societal attitudes towards people with developmental disabilities • Late 1800’s-1920’s • Schools adopt a medical model • Focus goes from education and independence to custodial care • Young children placed in care of state schools • Eugenics movement (Breeding a Better Citizenry Through Science) -prevents people with disabilities from moving to the USA, marrying, or having children -leads to institutionalization and forced sterilization of people with disabilities, including children
