The Problem • Older adults, age 50-64 • more likely to have poor health status • more likely to delay needed care • contribute to high uncompensated care costs. • But older adults • Not eligible for Medicare • Often not eligible for Medicaid – even if they are below 100% FPL • Have fewer options to purchase insurance on the individual market

Policy Solutions Require Data • Health & Disability Advocates (HDA) commissioned Rob Paral and Associates to develop estimates of uninsured older adults in Illinois by state legislative districts. • The goal is to help devise creative policy solutions to address the older adult uninsured population in Illinois and raise awareness of this vulnerable, uninsured population in Illinois.

  4. Methodology • Current Population Survey • health insurance rates by gender, age, income and race/ethnicity • American Community Survey • Apply health insurance rates to 87 Public Use Microdata Areas in Illinois. • Apportion ACS data into state legislative districts using block-level data

Findings • Senate Districts with Highest Number of Uninsured Older Adults • District 13 (Raoul): 8,706 • District 17 (Trotter): 8,482 • District 14 (Jones, E.): 8,170 • Senate District with Highest % of Uninsured Older Adults: District 5 (Hendon) – 29% • Representative Districts with the Highest Number of Uninsured Older Adults • District 33 (Colvin): 4,555 • District 25 (Currie): 4,375 • District 26 (Jefferies): 4,331 • Representative District with Highest % of Uninsured Older Adults: District 9 (Turner) – 29%

  7. Potential Policy Solutions • New Federal Policy • A change to Medicaid law which would allow states to cover non-disabled, childless adults under 100% FPL. • A Pre-Medicare buy-in program for older adults with subsidies for low income adults. • New State Policy • A state funded Medicaid-like program for low income older adults with part federal funding. • Subsidies for ICHIP – Illinois’ high risk pool. • New Private Insurance Options • Reforms of the individual market to offer guaranteed coverage and eliminate or shorten the pre-existing condition exclusion. • As part of comprehensive health care reform, require insurers to offer a new insurance product for individuals and small employers with comprehensive coverage and premium assistance.

  8. Uses for Data Report • Use data to educate legislators – at the state and federal level – on the importance of coverage expansions for older adults. • Use data in your agency newsletters to highlight the issue. • Others??
