  1. ENERGY GENERATION WITH NO GREENHOUSE GASES NATIONAL COMPETITIVE CLUSTER REGIONAL CLUSTER FOR INNOVATION AND SOCIALLY RESPONSIBLE ECONOIC DEVELOPMENT CORSICA CLUSTER OF EXCELLENCE

  2. What is a competitiveness cluster ? Born of the industrial strategy in 2004 in France wich aimed at mobilizing the key factors of competitiveness, foremost among them the capacity for innovation. Members A theme Energies with no greenhouse gases facilitator Territories PACA MONACO CORSICA GUADELOUPE REUNION Institutional partners

  3. How does the cluster work ? Members A theme Competitiveness and Growth Innovative projects development • 170 companies accompanied • Fundraising • Industrialization • Industrial Property • Management skills • CSR • Market Access • Access to international • Trade promotion • 370 certified projects • 180 financed projects • 190 million € of aid • 20 projects « Investissements d’avenir » Territories Analysis of industry sectors Attractiveness and jobs • Regional plans • Strategic projects (PREMIO, Myrte, Nice Grid ...) • Territories development : Val de Durance, Plaine du Var…

  5. Achieving low cost metering that can Accurately analyse the Grid and provide Quality of service PREMIODistributedgeneration, Renewable Energies & LoadManagmentthrough an integrated and optimized sort of a way

  6. Project goal « The project aims to implement in thePACA region an innovative and replicable local energy architecture (VPP) optimizing the integration of Distributed Generation and storage, dynamic load control and energy efficiency initiatives to relieve stress on the local electrical power grid (reduce peak load) while reducing CO2 within the territory » • Phase 1 : Studies (2008 – mid2009) • Phase 2 : Operating phase • Installation : 01/2009 to 07/2009 • Exploitation : summer 2009 to winter 2011 • Results : spring 2011 • Prolongation : 2012 Budget : 8M€ 2,5 M€ funding by PACA region

  7. Objectives of the demonstration project • To develop and test a VPP at the distribution system level • use of existing Distributed Resource technologies • communication with a Control Unit • requests for load reduction are based on local load peak and national CO2 emissions • To identify weakness and strengths of the existing Distributed Resource technologies and requirements when integrated into this VPP • To learn lessons during the: • Development of the architecture • Installation of equipment • Assessment of results • Recruitment of customers • Improvement of demand response acceptability

  8. PREMIO: An open field laboratory on SG • One of the 1st field attempt in France on SG demonstration • A DSM project: Demand Response + energy efficiency • An open « field laboratory » • A tool located at the end of the supply chain dedicated to relieve local constraints • Territorial approach and strong integration of local stakeholders • Optimization of DG, storage and use of curtailable loads SG: Smart Grids DSM: Demand-Side-Management DG: Distributed Generation

  9. Demand Side Management « in two steps » • - Electric heating • Cooling unit • Heat pump • Street lighting • … Technology Reference situation “before PREMIO” • Addition of PREMIO equipment • For anoptimization at the individual level  •  Energy efficiency Control of energyPermanent impact on power •  Economical gain • - PULSSI • Cooling storage • Heat storage • LED street lighting • Solar DHW • … Additional PREMIO equipment 1 Technology • Addition of the PREMIO Control Unit • For a global optimization, at the upstream operator’s level •  Dynamic load/generation control • Control of power  potential impact on the energy PREMIO Control Unit 2 Equipment PREMIO Technology

  10. Upstream operator* Direct load control in PREMIO * In the demonstration project, the signal will be simulated Request J-1 Request J Aggregated potential of power flexibility (volume & price) Communication network Control Unit Basic architecture PREMIO Transformer Low voltage distribution system (230/400 V) Generation/storage unities Tertiary Residential Street lighting

  11. Technologies Load shedding boxes for houses and apartments (PULSSI) Load shedding modules for residential and small tertiary buildings (optilesteur) Dimming of LED based public lighting Thermal loads at residential level: Heating and domestic hot water Electrical appliances, such as washers and dryers for load shifting purposes. Load are installed in few businesses such as Laundries and Laundromats Load Curtailing 4. Individual electric storage units coupled to PV panels (MICROSCOPE) Thermal Storage technologies 5. Hot water tank coupled to a heat pump (PAC-EDF) 6. Solar heat pump along with hot water storage (GIORDANO) 7. Thermal storage for industrial & tertiary cooling applications (CRISTOPIA) Distributed Generation 8. Electricity generation unit with solar thermal storage (SAED)

  12. Control Unit main functions Optimize Aggregated Capacity for Load Reduction according to Critical Periods Dispatches upstream operator requests into optimal generation/ load reduction profiles

  13. Social acceptability and Premio Social acceptability and Premio/ Put back the end users at the heart of the project 1/ A lot of demands from « hébergeurs » in order to follow the project and to be involved (results, …) 2/ Goal => make the « hebergeurs » project’s patners ! 3/ Opening the public web site Premio http://www.projetpremio.fr

  14. Social acceptability and Premio Social acceptability and Premio/ Put back the end user at the heart of the project 4/ Organization of social events (information evenings, meetings, open days, inauguration ….) 5/ Organization of schools pedagogic actions

  15. ENERGY GENERATION WITH NO GREENHOUSE GASES NATIONAL COMPETITIVE CLUSTER REGIONAL CLUSTER FOR INNOVATION AND SOCIALLY RESPONSIBLE ECONOIC DEVELOPMENT CORSICA CLUSTER OF EXCELLENCE

  16. Result and Orientations • The value created need to minimize the price of equipment • Introduction on new TIC actors • Necessity of smart meter • Analysis of the value of the big data coming from the experiment • Evolution of the contractual market for flexibility • Relation to the customer is essential • Introduction of expert in residential customer behavior, ergonomist, • Simplify the message and the services in direction of customers • The territory and the collectivity has a major role • In education • In developing the vision on a territory

  17. Evolution • A new project is on building • The territory is the town of Frejus • The utilities are coming from TIC and Energy Sectors • The objectives are : • offering services to residential customers • energy is not only electricity • the business model on work is mixing old energy world and TIC world • The result will be a territory with • A more efficiency consumption of energy • An energy mix with more renewable • A bigger sensibilisation of the population about these subjects
