  2. WHAT’s NEW? Publications • Annual Performance Report (APR) was submitted – district level indicator information will be reported by June 1, 2014. • FFY 2013 – FFY 2018 State Performance Plan development has begun!

  3. WHAT’s NEW? Accountability • 2013-2014 rule package is pending approval by the Legislative Service Bureau (LSB) • Public comment will occur in March • Videos will be available on the OSE website • Two hearings are being scheduled • Lansing • Detroit • Public Comment will be accepted online and through the U.S. Postal Service • Stay tuned for venue information, dates, and time

  4. WHAT’s NEW? Data Collection • Certification deadline for Early Childhood Spring Collection – February 19, 2014 • Submission deadline for the MSDS Spring Collection – March 19, 2014 • District graduation dropout rates are NOT available for internal preview • Embargoed until after the data are delivered to the legislature • Notification will be sent by CEPI when these data are released

  5. WHAT’s NEW? Finance • Federal Flowthrough • All states received a Federal Part B supplemental award – Flowthrough grant will need to be amended for access to the supplemental award. • Final Narrative Reports no longer required. • Beginning January 2014 most recent Special Education Actual Cost Report (SE-4096) will be included in PFRs. • Maintenance of Effort testing for Fiscal Year 2012-13 begins March 2014.

  6. WHAT’s NEW? Monitoring • Winter monitoring cycle is January 27th– February 28th • B-4 Suspension/Expulsion • General Supervision Monitoring (GSM) • 53 on-site visits • 33 Desk Audits

  7. WHAT’s NEW? Monitoring • Discipline Toolkit Available! • 15 locals will be required to use toolkit for increased technical assistance regarding suspension and expulsion. • ISD Monitors and State Technical Assistance providers have been trained in the use of this toolkit. • Districts interested in using the toolkit can access it through the CIMS training site

  9. WHAT’s NEW? Medicaid • Audits • Jane Reagan does quarterly audits to verify staff credentials for Medicaid • REMINDER! Use the names of clinicians as they appear on their licenses • US Department of Health and Human Services Office of Inspector General auditors still auditing MI Medicaid School Based Services (SBS) • MI Medicaid staff audits by John Lambert are ongoing

Low Incidence Outreach • Educational Interpreter Performance Assessment (EIPA) Testing • 4 testing slots per day at each location! • Testing Times – 8:00 a.m., 10:00 a.m., 12:00 p.m. and 2:00 p.m. • February 7, 2014 – MDE-LIO, Lansing • February 21, 2014 – MDE-LIO, Lansing • March 7, 2014 – MDE-LIO, Lansing • March 21, 2014 – Kent ISD, Grand Rapids

Download @ www.michigan.gov/greatstart • Early Childhood Standards of Quality for Infant and Toddler Programs • Early Childhood Standards of Quality for Prekindergarten • Michigan Out-of-School-Time Standards and Quality

Early Childhood • Indicator B-7 Child Outcomes Data were emailed to ISD Special Education Directors & monitors in January. • Please forward to local districts • Early On federal application will be released for public comment. • Public hearing to be held in February • Watch for announcement for dates & times

Early Childhood • Early Childhood Special Education (ECSE) will present breakout sessions at two upcoming conferences: • UP Special Education Conference (Marquette) in February • MCEC Conference (Grand Rapids) in March • ECSE Updates on Indicators: • B-6 (Preschool Ed. Environment) • B-7 (Preschool Outcomes) • B-12 (EC Transition)

MI Special Education Reference (MI-SER) • Updates to the database: • OSEP Policy Letters – 7 letters dated September 2013-December 2013 • See written updates for listing • Civil Rights “Dear Colleague Letter” on the Nondiscriminatory Administration of School Discipline-January 8, 2014

UPCOMING LEARNING OPPORTUNITIES • MI-Access Functional Independence Social Studies is coming! • Participate to help shape the assessment! • Pilot Test for spring 2014 is currently open for registration • Pilot is based on the EGGLEs/EHSCEs • To register contact John Jaquith at JaquiteJ@michigan.gov or 517-335-1987 • The MDE and the Traumatic Brain Injury federal grant have made available a series of FREE online trainings. FROM THE DIRECTOR’S DESK NOTICE! • Reversal of findings for Elementary and Secondary Resource Programs • OSE has reversed the previous monitoring decision to issue findings for not designating the specific program on the IEP • ISDs and LEAs should have received notice of this reversal through a communication sent on or about Friday, January 24, 2014.

FROM THE DIRECTOR’S DESK Proposed changes to rule: • The system of evaluation, determination of eligibility and Individualized Education Program development: • Language separates these activities to become more closely aligned with the IDEA • Clearly distinguishes the procedures to be followed for public students and non-public students • The Due Process System: • Language is updated • Timelines are added to ensure compliance

FROM THE DIRECTOR’S DESK • Qualifications of Teachers and Other Personnel: • Vision Education Specialist • Deaf or Hard of Hearing Specialist. • Positions intended to improve the delivery of services • Intermediate School District Plans for Delivery of Special Education: • Changes some of the content of the plan • Streamline plan approval & improve compliance • To develop student centered delivery system of special education

FROM THE DIRECTOR’S DESK MDE/Education Services Division • The MDE has received a DRAFT ESEA monitoring report of findings • Edits to the draft are due to USED Thursday • When the final report is received, the MDE will have 60 days to submit a “high quality plan” • Critical issue relates to teacher and principal evaluation

FROM THE DIRECTOR’S DESK OSEP’s Reconceptualization • The new SPP/APR • Combine the SPP and APR into one document • Report on “slippage” only if State fails to meet its target • Report on progress no longer required • Develop streamlined & coordinated systems descriptions (no longer report of individual indicators) • No longer reporting on improvement activities for each indicator separately • Report on a comprehensive State Systemic Improvement Plan (SSIP)…B-17 (C-11)

FROM THE DIRECTOR’S DESK State Systemic Improvement Plan • SSIP is a comprehensive, multi-year systemic improvement plan that will consist of 3 phases: • Phase 1 (Due Feb. 1, 2015) • Data Analysis • Identification of the Focus for Improvement • Infrastructure to Support Improvement & Build Capacity • Theory of Action • Phase 2 (Due Feb.1,2016) • Phase 3 (Due Feb.1,2017)
