Watercolor effect. Eddie schwer Period 2. Step 1. Find a picture. Step 2. Make 3 copies of the picture. Step 3. Turn off the first two layers. Step 4. Select layer 1. Step 5. Apply the cutout filter. Step 6. Change blend mode to luminosity. Step 7. It should look like this.

Step 1 • Find a picture
Step 2 • Make 3 copies of the picture
Step 3 • Turn off the first two layers
Step 4 • Select layer 1
Step 5 • Apply the cutout filter
Step 6 • Change blend mode to luminosity
Step 7 • It should look like this
Step 8 • Select the layer above 1 and add dry brush effect
Step 9 • Change blend mode to screen
Step 10 • Select the top layer and apply the median filter and change the blend mode to soft light.
