  2. Why would you need to? • Assess effectiveness of enforcement • Measure performance against objectives • Make changes to existing operations • Trend analysis • Plan for the future • Strategy and objectives • Resources

Clarity of Objectives • What do you need from surveys • Snapshot or measuring changes over time • Areas to concentrate on • How limited do you want the survey to be • How do you want the results analysed, collated and presented • This will determine the nature of the surveys, the data collected and the resulting reports

  4. Examples - 1 • Choose 3-4 areas that are generally representative of the borough and survey only the roads within these areas. For example you could include – • 1 area of high activity, e.g. shops, restaurants, attractions, stations, businesses • 1 area of medium activity, mix of residential parking with some higher activity, perhaps at certain times • 1 area that is predominately residential with high occupancy levels • 1 area that is residential with low occupancy levels

  5. Examples - 2 • Selection of roads throughout the entire borough that are generally representative of the area, based on – • Type of controls • Demographics • Levels and type of usage • Repeated twice a year

  6. Examples - 3 • Rolling surveys of a limited number of roads, using either; • The same roads for every survey • Varying the roads surveyed • Smaller surveys require fewer resources and can be carried out regularly

  7. Methodology • Patrol at different times of the day and on different days of the week and months, e.g. • Peak, non-peak periods during day • Evenings, week-ends, bank-holidays • Enter data into spreadsheets • Basic capture includes • Number/type of vehicles, type of control, method of payment, permits, contraventions, blue badges

  8. Additional Data • Profiling of area and activity type • Length of vehicle stay • Parking space demand and capacity • Lines and signs compliance • Enforcement activity • Location and type of bays • Improvement suggestions

  9. Mystery Shopping • Obtaining PCNs • Speaking to CEOs • Agreed scenarios • Agreed behaviours • Visiting enquiry offices • Requests for enforcement • Following up PCNs
