  5. What is User Engagement? • Continuous dialogue between users and producers of official statistics (ongoing user-producer relationship) • Engagement with users about specific changes and plans • Formal consultations Deana Leadbeter – RSS Conference - September 2016

Purpose of User Engagement? • Maximise the value of official statistics by: • Ensuring they meet user needs • Explaining availability, and also strengths and limitations in their use • Draw on knowledge and expertise of users • users and producers working together to ensure “fitness for purpose” Deana Leadbeter – RSS Conference - September 2016

User Engagement Activities • Identifying and reaching full range of users • Encouraging and facilitating user participation • Ensuring informed and thoughtful user input • Interpreting and using input from users • Providing feedback and explanation to users Deana Leadbeter – RSS Conference - September 2016

Approaches available and uses (1) User Groups - plus other professional and special interest groups (for recent Health and Care Summit, a list of approx 90 organisations) • Identify via existing e-mail groups and web search • Contact point, so can use groups own networks • Advantages = easier to maintain list, and contact via group more likely to get response Deana Leadbeter – RSS Conference - September 2016

Approaches available and uses (2) Meetings / workshops (face to face but also teleconferencing, electronic meetings, satellite groups etc) • Advantages = can exchange ideas and explore issues => more in depth and thoughtful comments+ some people may prefer to contribute to discussion rather than respond individually BUT technology doesn’t always work well!! Approaches available and uses (3) Web sites – for posting information • Advantages = reach a lot of people quickly BUT need to alert people that info is there because probably won’t check web site regularly • Use for info about planned developments, consultations, meeting notices and reports etc • Also could have central repository for past consultations, meetings so all can access / build on Deana Leadbeter – RSS Conference - September 2016

Approaches available and uses (4) Web sites – for web based discussions and feedback via on line surveys • Advantages = easy to ask questions and set up surveys BUT less easy to ensure responses are informed, and to interpret results • Need to include links to explanatory info, and also contents that can be reviewed before responding Deana Leadbeter – RSS Conference - September 2016

Approaches available and uses (5) Social Media • Advantages = Quick and easy BUT • Only reaches the group of users who regularly use social media (but could include people not reached by other routes => complementary) • Can’t look at issues in context or in depth, so need to use in conjunction with other approaches Deana Leadbeter – RSS Conference - September 2016
