Swedish Civil Contingencies Agency • Operational January 1, 2009 • Director General: Helena Lindberg • ~850 employees • Stockholm, Karlstad, Kristinehamn, Sandö and Revinge • Replaced three agencies which ceased operations on December 31, 2008: • Swedish Rescue Services Agency (SRSA) • Swedish Emergency Management Agency (SEMA) • National Board of Psychological Defence (SPF)

Mandate for Agency (MSB) • The entire spectrum of threats and risks, from everyday accidents to major disasters • Local, regional, national, EU, and international • Before, during, and after the occurrence of emergencies, disasters and accidents • Coordinating across sector and jurisdictional boundaries and levels of responsibility • The MSB will not take over the responsibility of primary stake holders. Their missions include the responsibility to coordinate with others as needed

Crisis Management within the Government Offices – Key Elements- • The State Secretary to the Prime Minister is responsible for the coordination of the crisis management efforts of the Government Offices • The Director General for Crisis Management heads the Crisis Coordination Secretariat within the Prime Minister´s Office • A Crisis Coordination Centre (7/24/365) can activate and coordinate the Government during crises • Strategic Coordination is ensured by a group of State Secretaries from key Ministries • An advisory Committee of the Heads of the key crisis management government agencies meets during normal times and during crises to share information

The Crisis Management Coordination Secretariat – Purpose and Role- The purpose of the Secretariat is to support and coordinate Government decision-making to prepare for and to manage crisis situations • The Secretariat (around 40 staff) oversees and ensures crisis management coordination, planning and preparedness within the Government Offices advices the political leadership on potential risks and threats at home and abroad to societal security evaluates and initiates improvements of the crisis management capacity within the Government Offices

End-user Engagements • MSB supports six thematic coordination arenas for stake-holder agencies • Used as platforms for exchanging information on risk & vulnerability assessments, standards, S & T priorities, exercises and training. • Used for the annual allocation of the civil contingency management funds (100 mill Euro)

12. Voluntary Associations • MSB supports many voluntary ”defence” organizations; independent, non-profit associations that recruit and train volunteers for community resilience tasks. • MSB promotes regular dialogue with the religious communities that are influential at the local level.
