2. Background – why to change • Declining interest of EFRTC members to participate at the meetings of current study groups • Activities were proposed and work performed rather on ad hoc basis often pulled by other instead of being pushed by EFRTC interests • Loss of confidence in joint cooperative effort due to the lack of the implementation of contractors proposals • Effort of the contractors alone did not lead to the tangible results and benefits for contractors • No clear vision to the future, where are the priorities, what shall be and what can be done jointly • If there is the willingness to work together, there is a need for change, commitments of all to perform the agreed tasks within an efficient structure and working environment GM, München,06.06.08

3. EFRTC Board response • based on the review of the current activities it was proposed to disband Study Groups 1, 5 and 7 in its present composition • SG was tasked to contact EIM Secretary General and Board members their IM contacts with a view to better structuring and strengthening cooperation with EIM/IM and CER/EIM • proposal for the new structure of working bodies aiming at increasing efficiency and strengthening cooperation with infrastructure managers and other professional railway associations discussed and agreed at the Board meeting in Brussels on 12.02.08 • it is now proposed to implement the professional committee structure within EFRTC based on the three main streams of EFRTC activities meeting the joint interest of railway sector with regard to infrastructure developments GM, München,06.06.08

4. EFRTC main streams • Should reflect the interest of the EFRTC members • Mirror the activities of the other stakeholders • Focus on joint effort of all stakeholders to increase the infrastructure performance and long term profitability of contractors • The following main streams have been identified to meet above requirements • policy issues • safety and security issues • technical and logistic issues GM, München,06.06.08

5. EFRTC professional committee structure • shall assure the efficient performance of the tasks for the identified main streams • The Committees shall be the EFRTC principal working bodies with the competence for eachstream • to deal with the topical issues having impact on the contractors business • to serve as a platform for EFRTC members for exchange of experience, best practices and expertise • to build a consensus and joint positions for preserving the contractors interests • to draft joint programmes, launch new activities/joint projects and set up the expert/project teams to deal with particular questions/projects GM, München,06.06.08

6. Policy and Research Committee • The main topics falling into the competence of this committee • contracting strategy (framework and boundary conditions, multi-annual contracts, etc), • harmonisation of procurement procedures, • planning of works, • market and economy, • research and development, benchmarking, etc • Proposal for Chairmanship: • Chairman: Jeremy Candfield (UK) • Vice-Chairman: Lothar Fendrich (Germany) • Working bodies: • INNOTRACK Task Force • Joint EFRTC/EIM group for harmonisation of procurement • Joint EFRTC/EIM strategy group GM, München,06.06.08

7. Safety and Security Committee • The main topics falling into the competence of this committee • implication of the EC safety directives and regulations on contractors, • cooperation for CEN standards related to safety, • links to European Railway Agency (ERA) Safety Dept. and NSA (National Safety authorities), etc • Proposal for Chairmanship: • Chairman: Jo Urlings (the Netherlands) • Vice-Chairman: Jacques Bouveret (Benelux) • Working bodies: • Joint EFRTC/EIM work on EC Directive issues • Safety of the staff working on the track in liaison with review of CEN related standards and TSI GM, München,06.06.08

8. Technology and Logistics Committee • The main topics falling into the competence of this committee • harmonisation of technical rules and regulations, • joint specifications for heavy machinery and its utilisation, • worksite logistics, • links to ERA TSI and CEN, etc • Proposal for Chairmanship: • Chairman: Fernando Silva Santos (Portugal) • Vice-Chairman: Alessandro Rossi (Italy) • Proposed expert teams/working groups for topics: • review of the implementation of the CEN standards relevant to contractors (such as e.g. qualification of contractors) • cross acceptance of machinery, works, staff and logistics for the work of contractors in liaison with EC/ERA, EIM/CER andCEN GM, München,06.06.08

9. Proposal for the GM decision • Based on the EFRC Board proposal the GM is asked to approve • the proposal for the new working structure of the EFRTC working bodies as submitted • the set up the three professional EFRTC Committees as proposed • the proposal for the Committees’ Chairmanships • EFRTC Board and Delegates are invited • to nominate the representatives to the vacancies • to confirm the proposed composition of the Committees • to assist to SG in proposing the experts to working/expert teams for performing the tasks assigned by Committees GM, München,06.06.08
