FINANCIAL EVALUATION • Representative area should prove or disprove that the budget is appropriate. • Production rates should give some indication if schedule is appropriate. • Will unforeseen tasks fit within the approved budget?
PROCEDURAL EVALUATION • Is the consultants work plan going to get the job done? • Are all the steps accounted for? • Now is the time to make changes! Or else “Damn the torpedoes…”
LOGISTICAL EVALUATION • Are all the source materials really available? What’s Plan B? • Does the consultant really have all the appropriate staff and resources to do the job? • Is the community really able to do their part?
POLITICAL APPROVAL • Pilot should provide a quick turn around product for political buy-in. • Pilot should create enthusiasm and credibility for the “Champion” • Provides opportunity for scope and budget change in a positive context.
