Integrated Housing and Water Management Strategy for Amsterdam Metropolitan Area

The Amsterdam Metropolitan Area is implementing an integrated approach to develop 10,000 housing units, with 1,000 at high density and the rest at low density. The housing strategy aims for a balanced mix of 30% social and 70% market units. Additionally, a comprehensive water management plan includes seasonal storage of 2 million cubic meters to ensure sustainability and resilience against flooding. This multi-faceted approach includes urban planning in areas such as IJ Lake, Haarlem, Almere, Schiphol, and Utrecht, particularly focusing on the Westflank of Haarlemmermeer.

  13. Working Hypotheses Regulation is so limiting, that the slightest change in the project conditions makes it impossible to achieve the policy objectives. Rather than looking at regulations, we can look at interaction (governance). Has the national government be involved sufficiently and made a problem owner of the Westflank project? Is it a problem of negotiation? The practice of development projects in the Netherlands with organisational and financial integration is strength and weakness at the same time.
